These packages of learning, industrial, and technology (LIT) policies aim to bring vigorous and lasting growth to the region. However, it has been criticized because GDP is used both as a cause and indicator variable. To address this issue, this paper applies for the first time the light intensity approach (instead of GDP). It also uses the Predictive Mean Matching (PMM) method to estimate the size of the informal economy for Sub-Saharan African countries over 24 years. Results suggest that informal economy in Sub-Saharan Africa remains among the largest in the world, although this share has been very gradually declining. It also finds significant heterogeneity, with informality ranging from a low of 20 to 25 percent in Mauritius, South Africa and Namibia to a high of 50 to 65 percent in Benin, Tanzania and Nigeria.

Yet, academics and policy makers have questioned the role of manufacturing in development for late industrializers, especially in view of rapid advancements in technologies and restructuring of international trade.Concurrently, industrialization and structural transformation are integral to the African Union’s Agenda 2063 and the development strategies of several countries in Sub-Saharan Africa (SSA). Given this renewed interest in industrialization across the region, a central question is not whether SSA countries should pursue industrialization as a potential path to sustainable growth but how to promote the prospects of industrialization. Industrialization in Sub-Saharan Africa: Seizing Opportunities in Global Value Chains addresses this question by reassessing the prospects for industrialization in SSA countries through integration into global value chains. It also examines the role of policy in enhancing these prospects. The main findings indicate that • SSA has not experienced premature deindustrialization; the region has witnessed substantial growth in manufacturing jobs despite a lack of improvement in the contribution of manufacturing value-added to GDP. • The region’s integration into manufacturing global value chains is reasonably high but it is dominated by exports of primary products and engagement in low-skill tasks. • Global value chain integration has led to job growth, and backward integration is associated with more job creation. The report emphasizes the role of policy in maintaining a competitive market environment, promoting productivity growth, and investing in skills development and enabling sectors such as infrastructure and finance. Policy makers can strengthen the global value chain linkages by (1) increasing the value-added content of current exports, (2) upgrading into high-skill tasks, and (3) creating comparative advantages in knowledge-intensive industries.

Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. The region also differs in topography, climate, history, culture, languages and political systems. Given this vast diversity, it is, accordingly, difficult to draw general conclusions about the continent’s economic performance as a whole. Additionally, the lack of current statistics for several countries makes it difficult to make accurate assessments of economic conditions. Nevertheless, some broad comparisons can be made: of the world’s developing areas, sub-Saharan Africa has the worst record in virtually all of the most important social and economic indicators: the region has the lowest gross national income per head, the lowest life expectancy at birth, the lowest youth literacy rate, the highest rate of adult HIV infection and the highest number of children not living past five years of age. This volume begins by examining recent economic developments and trends. It then looks at the major economic constraints the region has faced in recent years, breaking down those constraints as either ‘external’ (e.g. terms of trade) over which the individual countries have but limited control, or ‘internal’ (e.g. governance and economic policy), over which there is more control. The book concludes by arguing that, despite the notable challenges cited above, sub-Saharan Africa is poised for a transformation, based on closer regional economic co-operation, a growing middle class, increased demand for locally produced goods and services, and a young population.

The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Part IV addresses some key coping mechanisms and private responses, with a focus on migration and child labor. The book concludes with recommendations for future research.
