Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. It connects the outcomes in GVC-led industrial restructuring and upgrading to industrial policy choices in trade and FDI liberalisation, in particular those through FTAs. With the share of manufacturing in GDP stagnant at around 15–16% since the 1980s, India’s policymakers have pinned their hopes on greater integration into GVCs to revitalise the manufacturing sector. The multiple FTAs the country has signed over the last few years, specifically the ones with the Association of Southeast Asian Nations (ASEAN), South Korea, Malaysia and Japan have been sought to be rationalised using the same argument. The book argues that failing to factor in the industrial policy causalities involved in sustainable indigenous technology development, structural barriers to the entry into GVCs, the assessments of the available evidence on the adverse impact of trade and FDI liberalisation as well as existing FTAs on firm-level incentives for undertaking domestic production, and the industrial policy constraints imposed by FTAs can prove costly for the trajectories of developing country economies, including India. Özlam Öz aims primarily to contribute towards an improvement of this framework, and thus towards a better understanding of the sources of competitive advantage. Her research presents a new approach to evaluate the competitiveness of the Turkish economy, given that alternative studies usually focus on factors like exchange rates and the cost of labour and raw materials as the determinants of competitive advantage. The author begins her book by providing an evaluation of the diamond framework linked to the debate created by the publication of The Competitive Advantage of Nations. She then identifies the pattern of advantage in Turkey by specifying the internationally competitive industries and clusters. This is followed by a detailed examination of the five Turkish industry case studies - glass, construction, leather clothes, automobile and flat steel industries. The findings are generally supportive of Porter. The results suggest, however, several major areas in the framework - especially domestic rivalry and the role of government - where one or more of the Turkish cases question Porter's hypothesises. The book ends with the implications of the study for the sources of competitive advantage in general and for the Turkish economy in particular. Porter and his diamond framework are both unquestionably influential. Improvements upon it forwarded in this book will be of use to academic readers as well as strategic planners and policy makers.
