The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

How have seven small democracies achieved economic success and what can they teach America? In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world—a more effective way than the United States and several other large industrial countries have yet managed to discover.

Industry and finance policies have largely been discussed separately, and this book argues that the two should be considered together, in both analysis and policy formulation that deals with critical questions of how finance has intervened in industrial restructuring and how it might better serve the real economy. Moreover, policy debates have paid relatively little attention to the heterogeneous economic structures and growth trajectories of European economies, and the interconnectedness and interdependencies of growth paths that present specific challenges to policy and highlight the need for cooperation across the region. This book brings together leading scholars and policy makers to contribute to policy debates in three ways. First, it includes current discussions of banking policy, regulation, and reform to reassert the need for financial institutions that will back up and finance an industrial policy to revive the European economy. Second, it reviews the role of industrial and investment policy in supporting innovation, creating jobs, and generating sustainable economic growth. Third, it advances alternative policy proposals aimed at generating sustainable economic growth and employment in Europe.
