Book excerpt: This book addresses three main issues in regional income inequality and development: meaning of regional inequality, measurement of regional inequality and the relationship between national economic development and regional income inequality. It provides analytical methods useful in exploring the determinants of regional inequality in income and productivity. Some software commands in Stata (statistical software package) available for the measurement and analysis of income inequality are also introduced. Some researchers have argued that spatial concentration of population in and around major cities and the concurrent increase in regional inequality do not hinder national economic development, and may stimulate it. Nevertheless, many national governments seek to promote balanced regional economic development and reduce regional income inequality, because unbalanced development and higher levels of regional inequality may cause political or ethnic conflicts between different regions of the country. As the applications of the analytical methods introduced in the first part of the book, the second part presents four independent empirical studies on regional inequality and development in Indonesia. They offer very interesting case studies for the formulation of policies and programs to reduce regional inequalities, because as the world’s largest archipelagic country with more than 13 thousand islands and 300 ethnic groups, Indonesia is spatially diverse in terms of its ecology, natural resource endowments, economy, ethnicity and culture.This book can be used as a textbook for undergraduate and graduate students who are interested in national economic development and regional income inequality. It is also beneficial for practitioners and policy makers who are in charge of the formulation, implementation and evaluation of development policies and programs.

It is composed of three parts: spatial adaptation of the Murphy, Shleifer, and Vishny (MSV) Model, application of the model to North Korea's Kaesong Industrial Complex, and an analysis of regional inequality of South Korea. Chapter 1 uses a combination of methods from economic development and economic geography. Departing from the MSV Model that views the poverty trap and industrialization as two Nash equilibria, this paper suggests the possibility of partial industrialization as equilibrium. In the beginning of an agglomeration, participating firms in a certain area may observe external economies with a decreasing fixed cost and rising productivity. However, once the number of firms exceeds a certain threshold of agglomeration capacity, the region will experience various congestion problems that may block further development and it will get stuck in a state of partial industrialization. Nevertheles, by Critical Minimum Effort, an economy may get out of this partial industrialization and reach the status of full industrialization as long as it overcomes congestion problems, as has been true for Mexico City, and Upper Silesia in Poland, and Seoul in Korea. Chapter 2 again uses the MSV Model to suggest a possibility for development in the Kaesong area of North Korea. More specifically, this paper deals with the effect of the Kaesong Industrial Complex, where South Korean technology and North Korean labor are combined. Using the MSV Model, this paper predicts that if there is a sustained effort to maintain the momentum of the Kaesong Industrial Complex, then this will have large spillover effects in the entire region, resulting in a big push which breaks the poverty trap and leads to full industrialization. These two chapters focus on the developments of certain regions in themselves. However, development of various regions can be viewed in comparative terms, in which case regional inequality becomes an important issue. Against this backdrop, Chapter 3 analyzes the pattern of inter-regional inequality by comparing the per capita GDPs of 15 South Korean provinces. Using Theil's T Index, this research analyzes increasing or decreasing trend of regional inequality in South Korea, and then, decomposes the country into two different categories (Honam and non-Honam, Gangwon and non-Gangwon, urban and rural) and looks into the inequalities between the groups. Also, in investigating possible factors that may affect regional inequality, this research finds that trade openness, physical capital, and human capital are the three main factors involved and that a certain coordinated investment is needed to minimize regional inequality of the country, without compromising on development.

In that sense, natural resources, differences in climatic conditions, industrial backwardness and low population density areas leads us to a new set of questions and tentative answers. This book brings together a group of leading American and European economic historians in order to build a new set of data on historical regional GDPs for nine Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, Peru, Uruguay and Venezuela. This transnational perspective on Latin American economic development process is of interest to researchers, students and policy makers.

Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general. Despite these important concerns, there is remarkably little systematic documentation of what has happened to spatial and regional inequality over the last twenty years. Correspondingly, there is insufficient understanding of the determinants of internal spatial inequality. This volume attempts to answer the questions posed above, drawing on data from twenty-five countries from all regions of the world. Fearing imminent defeat by the superior Venetian forces stationed on the island, the admiral decided to trick the sultan out of the idea. As the story goes, he placed a candle on his naval map, allowing the wax to drip on the tiny island until it was completely covered. Then he exclaimed in false surprise, “Malta Yok!” (There is no Malta!), and convinced the sultan to sail his fleet to the Island of Crete instead. Although Malta is not featured in this volume, most of the countries it covers are of “wax drip” size. Intuitively, it may be expected that everything in small countries is diminutive: distances, population, economies, and even regional inequalities. Thus, at a symposium on “The Challenge of Development” convened in Israel in 1957 to mark the inauguration of a new building for the Department of Economics at the Hebrew University of Jerusalem, the eminent US economist Simon Kuznets stated that “developed small states seem to have succeeded in spreading the fruits of economic growth more widely among their populations than the larger states at comparable levels of income per capita”.
