The OPM, Organisasi Papua Merdeka, has been fighting Indonesian rule in West New Guinea since 1969; the military presence there was established in 1962. The author believes that the great majority of West Papuans support the OPM. The Indonesian Transmigration programme has forcible alienated clan land and sponsored settlers from Java. As a result of this policy 10,000 Papuans fled Irian Jaya in mid-1984 to seek safety in Papua New Guinea. The exodus was more than 1 per cent of the indigenous population. The OPM has almost no foreign allies. Both Papua New Guinea and Australia emphasize that Irian Jaya is part of Indonesia and thus an internal matter. The author predicts that greater autonomy for Irian Jaya would be more likely to result from political pressure on Jakarta than from a military victory by OPM.

It is the first comprehensive scholarly examination in English of the development of Shiism in Indonesia. It focuses primarily on the important period between 1979 and 2004 – a period of nearly a quarter of a century that saw the notable dissemination of Shi’i ideas and a considerable expansion of the number of Shi’i adherents in Indonesia. Since Islam in Indonesia is overwhelmingly Sunni, this development of Shiism in a predominantly Sunni context is a remarkable phenomenon that calls for careful, critical investigation. There is also an important examination of the principal ideas underlying the Madhab Ahl al-Bayt, the Imamate and Imam Madhi, Ja‘fari jurisprudence and ritual piety. Appropriately, in his discussion, Zulkifli provides a succinct outline of contrasts with Sunni ideas and practice. He also examines the publishing efforts that underpinned the dissemination of Shi’i ideas and the founding of IJABI (Ikatan Jamaah Ahlul Bait Indonesia) in July 2000 for the propagation of Ahl al-Bayt teachings. Given the Indonesian context, Zulkifli is also concerned with Sunni reactions to these Shi’i developments – a story that continues to unfold to the present. Based on the definition used by the UNDP, human development is analysed as covering human capital (education and health) and purchasing power. In this book, the concept of human capital is broadened to include freedom from fear, health, education, and migration. The first part of the book discusses the economic situation in Indonesia. The second elaborates on what happened to human capital during the crisis and the third part examines its effects on purchasing power. Because human development does not occur in a vacuum, the fourth part discusses some emerging issues in Indonesia. The book concludes with some thoughts on people-centred development, which may contribute to more sustainable development than the development concept that simply pursues high economic growth. With this people-centred development, growth rates of about 3 to 4 per cent are adequate, as long as Indonesia achieves success in human development.

Book excerpt: The popular 1998 reformasi movement that brought down President Suharto’s regime demanded an end to illegal practices by state officials, from human rights abuse to nepotistic investments. Yet today, such practices have proven more resistant to reform than people had hoped. Many have said corruption in Indonesia is "entrenched". We argue it is precisely this entrenched character that requires attention. What is state illegality entrenched in and how does it become entrenched? This involves studying actual cases. Our observations led us to rethink fundamental ideas about the nature of the state in Indonesia, especially regarding its socially embedded character. We conclude that illegal practices by state officials are not just aberrations to the state, they are the state. Almost invariably, illegality occurs as part of collective, patterned, organized and collaborative acts, linked to the competition for political power and access to state resources. While obviously excluding many without connections, corrupt behaviour also plays integrative and stabilizing functions. Especially at the lower end of the social ladder, it gets a lot of things done and is often considered legitimate. This book may be read as a defence of area studies approaches. Without the insights that grew from applying our area studies skills, we would still be constrained by highly stylised notions of the state, which bear little resemblance to the state’s actual workings. The struggle against corruption is a long-term political process. Instead of trying to depoliticize it, we believe the key to progress is greater popular participation. With contributions from Simon Butt, Robert Cribb, Howard Dick, Michele Ford, Jun Honna, Tim Lindsey, Lenore Lyons, John McCarthy, Ross McLeod, Marcus Mietzner, Jeremy Mulholland, Gerben Nooteboom, J Danang Widoyoko and Ian Wilson.
