The U.S. experience in Afghanistan and Iraq extended this trend to national security and military operations. There is also a growing recognition by the national security community that culture is an important factor at the policy and strategy levels. Cultural proficiency at the policy and strategy levels means the ability to consider history, values, ideology, politics, religion, and other cultural dimensions and assess their potential effect on policy and strategy. The Analytical Cultural Framework for Strategy and Policy (ACFSP) is one systematic and analytical approach to the vital task of viewing the world through many lenses. The ACFSP identifies basic cultural dimensions that seem to be of fundamental importance in determining such behavior and thus are of importance in policy and strategy formulation and outcomes. These dimensions are (1) Identity, or the basis for defining identity and its linkage to interests; (2) Political Culture, or the structure of power and decisionmaking; and (3) Resilience, or the capacity or ability to resist, adapt or succumb to external forces. Identity is the most important, because it ultimately determines purpose, values and interests that form the foundation for policy and strategy to attain or preserve those interests.

Book excerpt: Strategic Culture(s) in Latin America elucidates why many state-actors in the Global South exhibit a remarkable degree of policy continuity in their external behavior despite structural incentives for change. This book contends that the theoretical notion of strategic culture is instructive to explain such a puzzle. It extends the application of strategic culture beyond the policy of nuclear deterrence among great powers into other equally strategic areas of policy, such as diplomacy, political economy, regional international institutions, legal norms, politico-military institutions, and different security agendas beyond war and peace, for example, the illicit drug-trade and peacekeeping missions. The overall contribution of this book is three-fold: first, it rescues, updates, and expands the original conceptual and theoretical dimensions of strategic culture. Second, it extrapolates further theoretical implications of the concept through its application to five policy domains in Latin America beyond the original application of the strategic culture perspective to nuclear weapons strategy among great powers in the 1970s. Third, it draws together the theoretical and policy implications of the strategic cultures in Latin America and identifies possible applications for other peripheral, non-great power policy areas and issues in the Global South. This book will be of interest to academics, graduate and undergraduate students, policy analysts, and practitioners of Latin American Studies, International Relations Theory and Security Studies.

Books about India’s evolving role in world affairs and about R2P have proliferated recently, but this is the first to draw these two debates together. It examines India’s historical responses to humanitarian crises, starting with the 1971 Bangladesh Liberation War, concentrating on the years 2011 and 2012 when India sat on the UN Security Council. Three serious humanitarian crises broke during its tenure - in Côte d'Ivoire, Libya and Syria - which collectively sparked a ferocious debate within India. The book examines what became largely a battle over ‘what sort of actor’ modern India is, or should be, to determine how this contest shaped both India’s responses to these humanitarian tragedies and also the wider debates about rising India’s international identity. The book’s findings also have important (and largely negative) implications for the broader effort to make R2P a recognised and actionable international norm.

This book challenges this inherent bias by explicitly focusing on those who resist normative change - norm ‘antipreneurs’. The utility of the norm antipreneur concept is explored through a series of case studies encompassing a range of issue areas and contributed by a mix of well-known and emergent scholars of norm dynamics. In examining the complexity of norm resistance, particular attention is paid to the nature and intent of the actors involved in norm-contestation, the sites and processes of resistance, the strategies and tactics antipreneurs deploy to defend the values and interests they perceive to be threatened by the entrepreneurs, and whether it is the entrepreneurs or the antipreneurs who enjoy greater inherent advantages. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. They represent Indonesia’s growing desire for a status-consistent behaviour, its response to the prevailing strategic uncertainty in the Indo-Pacific region and its attempt to advance its strategic interests.
