Not much international attention is paid to how the education sector is faring in Indonesia, but that is not because nothing is happening. The past decade has seen major changes in the structure of the education system and in the schooling trajectories of Indonesian children and adolescents. The administration of primary and secondary education has been decentralized to the regions. A new paradigm of school-based management has been introduced. Public spending on education has finally reached one-fifth of total government spending, as required by law. But although enrolment rates at all levels continue to increase, the quality of education remains low and has not improved, and the tertiary sector continues to experience problems of autonomy and unsatisfactory performance.

The major emphasis of the project was to analyze economic problems. However, political and social elements were also studied. The purpose of the report is to incite awareness and action. There are five parts and a conclusion to the report. Part I analyzes the political limits to population growth. Part II examines past trends and future dimensions. How the industrial societies cope with change is the topic of Part III. Part IV discusses the advanced industrial societies and the third world. Problems of the third world countries, interdependence between developed and developing nations, and developed countries' strategies in regard to the third world are examined. Part V looks at the growth of world interdependence. Recommendations discussed in the conclusion include the following. Everything must be done to improve the knowledge of other cultures. More travel abroad by young people (especially to developing countries), translation of writing from different cultural areas, and distribution of cinema and television features made or filmed in these areas would help create a greater awareness of the world outside. Third world countries should have improved access to medium and long term loans. International foundations to sponsor third world centers of applied research in different sectors of technology should be set up. (Author/RM)

Book excerpt: Prior to the Bali bombings on 1 October 2002, which claimed at least 200 innocent lives and injured many more, Indonesia was indecisive about the war on terror. The indecision stemmed from a number of factors that illustrate the country's complex and difficult transition to democracy: the resurgence of political Islam, the rise of "negative" nationalism, the weak and incoherent civilian leadership and weakened security capability to patrol the vast archipelago due to prolonged economic crisis. But the Bali tragedy left the government of President Megawati Sukamoputri with no options but to adopt the "American-imposed" agenda on the war on terror, or risked political and economic repercussions. The paper examines the dilemmas that Indonesia is facing in balancing the need to accommodate international demands for greater cooperation against terrorism and its voltaile political constellation, and the implication of its newfound committment on the war on terror. The paper argues that Indonesia's war on terror could lead to a disruption of its fragile democratic consolidation process, as it would strengthen intelligence and security institutions that the reform movement has been seeking to reduce and to put under civilian control. Despite the negative trend, however, the paper argues that these are also some positive factors that could inhibit the much-feared scenario of a military takeover. - p.ii.
