Pakistan and India who share Indus River Basin signed Indus Water Treaty in 1960. The treaty apportioned the rivers on geographical lines. The catchments of these rivers are located in Indian controlled Kashmir. The treaty sustained wars and crisis situations because India had not achieved capability to manipulate water resources. The dispute has resurfaced after India has started constructing large poundage facilities on Pakistani rivers. Water dispute is directly linked to the territorial dispute on Jammu and Kashmir. The nuclear capabilities of the two countries are a stabilizing factor but at the same time continued arms race, low flight times, absence of sufficient NTRMs, and inclusion of tactical and sub-critical weapons into nuclear arsenal are destabilizing features of the existing deterrence stability. The emerging water crisis between the two nuclear neighbors can transform into an armed conflict which can potentially jeopardize the strategic stability in the region.

Consequently, the building of these structures has become a controversial issue between the two countries, since the Western rivers are controlled by Pakistan and provide more that 90% water to that country. Although the Treaty has survived decades of acrimony and three wars, between India and Pakistan and remains one of the most successful water-sharing arrangements in the world, it has been running into more difficulties in recent times. Following the Uri attack of September 2016 and the Pulwama attack on February 2019, there have been renewed demands to stop sharing water with Pakistan, if not to scrap the Treaty altogether. This book highlights the sensitive issue of water sharing between the two nuclear powers. It explains that how, if not addressed, the dispute could well lead to yet another war. Book excerpt: The Indus Water Treaty is a successful instance of conflict-resolution. It has been working reasonably well despite the strained political relationship between India and Pakistan. Importantly, it continued to be honoured even during wars between the two countries. Undoubtedly differences do arise from time to time, but these usually get resolved within the framework of the Treaty. Minor differences are settled within the Commission, and major disputes go to the two Governments. Indus River basin dates back centuries; by the late 1940s the irrigation works along the river were the most extensive in the world. These irrigation projects had been developed over the years under one political authority, that of British India, and any water conflict could be resolved by executive order. The Government of India Act of 1935, however, put water under provincial jurisdiction, and some disputes did begin to crop up at the sites of the more-extensive works, notably between the provinces of Punjab and Sind. The book will be very helpful for the researchers, veterinarians, students and persons involved in this subject.

Even though the NNPN does not legally bind them, it is reinforced at the global level, and may lead the South Asian rivals to move in the direction of nuclear arms control and disarmament, thus reducing the costs, dangers, and risks of an eternal strategic rivalry. After examining the main tenets of constructivism in international relations, the works delves into the proliferation debate, discussing nuclear reversal and U.S. policy toward the subcontinent since the G. W. Bush administration. It looks at the prospects for nuclear arms control and disarmament in South Asia after the U.S.-India nuclear deal of 2008, and the nuclear abolitionist wave during the first Obama administration. It concludes with the contribution of social constructivism to understanding how changes in the India-Pakistan nuclear status quo can happen.

The “Industan” this volume imagines is a definite departure from business as usual responses to the Indus basin’s emerging fresh water crisis. The objective is to kindle serious discussion of the cooperation needed to confront what many water experts believe is developing into one of the planet’s most gravely threatened river basins.
