At the national level, there is a growing need for more systematic information about student performance in mathematics and science, about the content of courses taught, and about the quality of mathematics and science teachers. At the state and local levels, increased academic standards have led to a need for more sophisticated measures of the processes and outcomes of schooling. No comprehensive indicator system is available to measure the status of mathematics and science education in the United States. This report addresses the question of the National Science Foundation's role in monitoring mathematics and science education. The report identifies several options for developing a system of education indicators, i.e., measures that report the condition of particularly significant features of mathematics and science education, and then assesses each option in terms of its usefulness, feasibility, and compatibility with other national and state efforts to monitor educational performance. Book excerpt: Science, technology, engineering and mathematics (STEM) professionals generate a stream of scientific discoveries and technological innovations that fuel job creation and national economic growth. Ensuring a robust supply of these professionals is critical for sustaining growth and creating jobs growth at a time of intense global competition. Undergraduate STEM education prepares the STEM professionals of today and those of tomorrow, while also helping all students develop knowledge and skills they can draw on in a variety of occupations and as individual citizens. However, many capable students intending to major in STEM later switch to another field or drop out of higher education altogether, partly because of documented weaknesses in STEM teaching, learning and student supports. Improving undergraduate STEM education to address these weaknesses is a national imperative. Many initiatives are now underway to improve the quality of undergraduate STEM teaching and learning. Some focus on the national level, others involve multi-institution collaborations, and others take place on individual campuses. At present, however, policymakers and the public do not know whether these various initiatives are accomplishing their goals and leading to nationwide improvement in undergraduate STEM education. Indicators for Monitoring Undergraduate STEM Education outlines a framework and a set of indicators that document the status and quality of undergraduate STEM education at the national level over multiple years. It also indicates areas where additional research is needed in order to develop appropriate measures. This publication will be valuable to government agencies that make investments in higher education, institutions of higher education, private funders of higher education programs, and industry stakeholders. It will also be of interest to researchers who study higher education.

Book excerpt: Following a 2011 report by the National Research Council (NRC) on successful K-12 education in science, technology, engineering, and mathematics (STEM), Congress asked the National Science Foundation to identify methods for tracking progress toward the report's recommendations. In response, the NRC convened the Committee on an Evaluation Framework for Successful K-12 STEM Education to take on this assignment. The committee developed 14 indicators linked to the 2011 report's recommendations. By providing a focused set of key indicators related to students' access to quality learning, educator's capacity, and policy and funding initiatives in STEM, the committee addresses the need for research and data that can be used to monitor progress in K-12 STEM education and make informed decisions about improving it. The recommended indicators provide a framework for Congress and relevant deferral agencies to create and implement a national-level monitoring and reporting system that: assesses progress toward key improvements recommended by a previous National Research Council (2011) committee; measures student knowledge, interest, and participation in the STEM disciplines and STEM-related activities; tracks financial, human capital, and material investments in K-12 STEM education at the federal, state, and local levels; provides information about the capabilities of the STEM education workforce, including teachers and principals; and facilitates strategic planning for federal investments in STEM education and workforce development when used with labor force projections. All 14 indicators explained in this report are intended to form the core of this system. Monitoring Progress Toward Successful K-12 STEM Education: A Nation Advancing? summarizes the 14 indicators and tracks progress towards the initial report's recommendations.

Book excerpt: The final report of the congressionally-mandated Special Study Panel on Education Indicators (SSPEI) that was transmitted to Congress as required by the Hawkins-Stafford Education Amendments of 1988 is presented. This report is divided into two sections. Part I--"Education Counts"--presents the SSPEI's overall conception of how an indicator information system should be developed; provides recommendations for improvements in Federal data collection and reporting in six major issue areas; and includes information of direct interest to general readers, educators, policymakers, and business leaders. Part II--"An Indicator System To Monitor the Nation's Educational Health"--presents more detailed information about the six issues. It is designed to provide analysts and researchers with more substantive guidance on the six issues, identify existing data sources, and cite gaps in currently available data. The six issues relate to the six national education goals proposed by the President and governors in 1989 concerning: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. It is concluded that: a comprehensive data, information, and research system is needed to guide education policymakers' decisions; statistical indicators are powerful tools for identifying problems and galvanizing public support to address them, but a limited set of indicators can be misleading; and the information system for developing education indicators should be organized around learner outcomes, quality of educational institutions, readiness for school, societal support for learning, education and economic productivity, and equity among other factors. Book excerpt: Efforts to reform and restructure science and mathematics education should be based on a sound assessment of current conditions, the rate of improvement, and problems in the system. This report focuses on indicators of the condition of science and mathematics education at state and national levels. The 1999 report presents new state indicators from the 1997-98 school year and examines trends, by state, from 1990 to 1998 on indicators of student achievement, content and instruction, and context and conditions for teaching. Among the student achievement indicators, the study found that proficiency on the National Assessment of Educational Progress (NAEP) in mathematics had a significant improvement: the percentage of grade 8 students scoring at or above the proficient level was 23% at the national level, and 27% of students were at or above the proficient level in science at grade 8. Among the findings in the area of content and instruction, the study found that seven states had over three-fourths of high school students take three years of high school mathematics in 1998. The number of mathematics and science teachers rose in the 1990s in the area of teacher preparation and supply. In the area of conditions and context for teaching, it was found that in 35% of grade 4 classrooms, one computer is available for mathematics instruction, 29% have two or more computers available, and only 6% have no computers available.
