Book excerpt: Le groupement d'intérêt public Observatoire des sciences et des techniques (OST) a pour mission de concevoir et de produire des indicateurs qui décrivent les activités scientifiques et technologiques de la France dans le contexte européen et international, puis de les diffuser le plus largement possible à l'ensemble des acteurs du système français de recherche et développement. Ce rapport est la neuvième édition de l'ouvrage biennal de l'OST. Comme les précédents, il présente une série de tableaux d'indicateurs commentés qui permettent de mieux connaître notre système de recherche, de développement et d'innovation aux échelles régionale, nationale, européenne et mondiale, et de comparer sa dynamique à celle d'autres pays. La première partie de l'ouvrage est organisée autour de l'espace national. La deuxième partie permet de comparer la dynamique de la R & D des régions françaises et de décrire leurs disparités, notamment dans leurs orientations de recherche. La troisième partie est dédiée à l'espace européen. Elle décrit l'évolution de l'Union européenne et situe les systèmes de R & D des vingt-sept États membres les uns par rapport aux autres, en s'attachant à une comparaison directe de la France, de l'Allemagne et du Royaume-Uni. La quatrième partie est consacrée à la dimension régionale de l'Union européenne. Elle décrit la dynamique comparée des vingt-sept régions les plus actives en R & D, y inclus plusieurs régions françaises. Enfin, la dernière partie du rapport permet d'esquisser, à grands traits, la carte mondiale de la recherche et du développement technologique et de mettre en évidence la dynamique de la Chine comparée à celle de l'Union européenne, du Japon et des Etats-Unis. Un zoom sur l'Asie permet de mieux appréhender les positions de la Chine, de la Corée du Sud, de l'Inde, du Japon, de Singapour et de Taiwan. Nous espérons que tous les lecteurs soucieux d'analyse et de réflexion stratégique sur les activités scientifiques et techniques - qui sont un des moteurs essentiels de l'innovation dans les sociétés postindustrielles qu'on dit "fondées sur la connaissance" - pourront s'appuyer sur cet ouvrage de référence et y trouver les chiffres dont ils ont besoin.
