In India, the eight states that border Myanmar, Bangladesh, Bhutan and the Tibetan areas of China are often referred to as just “the Northeast.” In the Name of the Nation offers a critical and historical account of the country’s troubled relations with this borderland region. Its modern history is shaped by the dynamics of a “frontier” in its multiple references: migration and settlement, resource extraction, and regional geopolitics. Partly because of this, the political trajectory of the region has been different from the rest of the country. Ethnic militias and armed groups have flourished for decades, but they coexist comfortably with functioning electoral institutions. The region has some of India’s highest voter turnout rates, but special security laws produce significant democracy deficits that are now almost as old as the Republic. Book excerpt: Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.

Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.

These factors include geostrategic (threat) environment, international norms, leadership, and control of nuclear operations (civil-military control). It recognises that politicians, the military and scientists all have key but different roles to play, and the way these stakeholders have learned to co-exist with each other is explored.
