This book looks at India and Pakistan, two countries with clearly contrasting political regime histories, and presents an argument on why India is a democracy and Pakistan is not. Focusing on the specificities and the nuances of each state system, the author examines in detail the balance of authority and power between popular or elected politicians and the state apparatus through substantial historical analysis. India and Pakistan are both large, multi-religious and multi-lingual countries sharing a geographic and historical space that in 1947, when they became independent from British rule, gave them a virtually indistinguishable level of both extreme poverty and inequality. All of those factors militate against democracy, according to most theories, and in Pakistan democracy did indeed fail very quickly after Independence. It has only been restored as a façade for military-bureaucratic rule for brief periods since then. In comparison, after almost thirty years of democracy, India had a brush with authoritarian rule, in the 1975-76 Emergency, and some analysts were perversely reassured that the India exception had been erased. But instead, after a momentous election in 1977, democracy has become stronger over the last thirty years. Providing a comparative analysis of the political systems of India and Pakistan as well as a historical overview of the two countries, this textbook constitutes essential reading for students of South Asian History and Politics. It is a useful and balanced introduction to the politics of India and Pakistan.

Book excerpt: The unknown history of economic conservatism in India after independence Neoliberalism is routinely characterized as an antidemocratic, expert-driven project aimed at insulating markets from politics, devised in the North Atlantic and projected on the rest of the world. Revising this understanding, Toward a Free Economy shows how economic conservatism emerged and was disseminated in a postcolonial society consistent with the logic of democracy. Twelve years after the British left India, a Swatantra (“Freedom”) Party came to life. It encouraged Indians to break with the Indian National Congress Party, which spearheaded the anticolonial nationalist movement and now dominated Indian democracy. Rejecting Congress’s heavy-industrial developmental state and the accompanying rhetoric of socialism, Swatantra promised “free economy” through its project of opposition politics. As it circulated across various genres, “free economy” took on meanings that varied by region and language, caste and class, and won diverse advocates. These articulations, informed by but distinct from neoliberalism, came chiefly from communities in southern and western India as they embraced new forms of entrepreneurial activity. At their core, they connoted anticommunism, unfettered private economic activity, decentralized development, and the defense of private property. Opposition politics encompassed ideas and practice. Swatantra’s leaders imagined a conservative alternative to a progressive dominant party in a two-party system. They communicated ideas and mobilized people around such issues as inflation, taxation, and property. And they made creative use of India’s institutions to bring checks and balances to the political system. Democracy’s persistence in India is uncommon among postcolonial societies. By excavating a perspective of how Indians made and understood their own democracy and economy, Aditya Balasubramanian broadens our picture of neoliberalism, democracy, and the postcolonial world.

Book excerpt: From the moment in the 1680s that the East India Company began to trade with the Mughal rulers of the port cities of Surat, Madras, Bombay, Calcutta, and Chittagong, the story of the Indian subcontinent was changed forever. Before its dissolution in 1857, the officers of the East India Company had under their command more than a quarter of a million troops, and functioned not as a trading partner but a quasi-imperial government whose monopolistic habits and trade preferments included the tax on tea that led directly to the American Revolution. On its dissolution the Times reported: "It accomplished a work such as in the whole history of the human race no other company ever attempted and as such is ever likely to attempt in the years to come." This was meant as a compliment, but it concealed a much more brutal truth. From the famine of 1770 in which one third of the people living in the state of Bengal perished to the Anglo-Mughal wars and the later brutal repression of the Anglo-Afghan Wars, the story of the British in India was one of conflict and divide-and-rule, relentlessly applied from the relative security of the world’s most powerful naval vessels and the forts they supplied. Interspersed between the major wars were numerous minor conflicts, most lost to popular histories, which underscore the continual violence of the imperial project. In The Chaos of Empire, Jon Wilson uses the everyday lives of administrators, soldiers and subjects, British and Indian, to lift the veil of empire to show how British rule really worked. Far from the orderly Raj that its officials sought to portray, British rule in conquered India was chaotic and paranoid, and led to a succession of unstable states in South Asia and across the world. It argues that the great rent law debate and the Bengal Tenancy Act of 1885 helped constitute a revolution in the effective aims of government and in the colonial ability to interfere in India, but that they did so alongside a continuing weakness of understanding and in effective local control. In particular, the book considers the importance of notions of historical rights and economic progress to the false categorisations made of agrarian structure. It shows that the Tenancy Act helped to widen social disparities in rural Bihar, and to create political interests on the land.
