The analysis is based on a broad and integrated view of development, which focuses on well-being and freedom rather than the standard indicators of economic growth. The authors placehuman agency at the centre of stage, and stress the complementary roles of different institutions (economic, social, and political) in enhancing effective freedoms.In comparative international perspective, the Indian economy has done reasonably well in the period following the economic reforms initiated in the early nineties. However, relatively high aggregate economic growth coexists with the persistence of endemic deprivation and deep social failures. JeanDreze and Amartya Sen relate this imbalance to the continued neglect, in the post-reform period, of public involvement in crucial fields such as basic education, health care, social security, environmental protection, gender equity, and civil rights, and also to the imposition of new burdens such asthe accelerated expansion of military expenditure. Further, the authors link these distortions of public priorities with deep-seated inequalities of social influence and political power. The book discusses the possibility of addressing these biases through more active democratic practice.

This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. Mthembu posits that neither China nor India were solely motivated by one causal factor, whether strategic, economic or humanitarian interests or the size of their diaspora in Africa. China and India are driven by multiple and conjunctural factors in providing more development cooperation to some countries than others on the African continent. Only when some of these respective causal factors are combined is it evident that both countries disbursed high levels of development cooperation to some African countries.

In India, electrification was central to how early nationalists and planners conceptualized Indian development, and huge sums were spent on the project from then until now. Yet despite all this, sixty-five years after independence nearly 400 million Indians have no access to electricity. Electrifying India explores the political and historical puzzle of uneven development in India's vital electricity sector. In some states, nearly all citizens have access to electricity, while in others fewer than half of households have reliable electricity. To help explain this variation, this book offers both a regional and a historical perspective on the politics of electrification of India as it unfolded in New Delhi and three Indian states: Maharashtra, Odisha, and Andhra Pradesh. In those parts of the countryside that were successfully electrified in the decades after independence, the gains were due to neither nationalist idealism nor merely technocratic plans, but rather to the rising political influence and pressure of rural constituencies. In looking at variation in how public utilities expanded over a long period of time, this book argues that the earlier period of an advancing state apparatus from the 1950s to the 1980s conditioned in important ways the manner of the state's retreat during market reforms from the 1990s onward.

The author examines how these issues play out at multiple levels of governance – at both the national and the subnational (state) level in federal India. This comparative aspect is particularly important in the context of increasing autonomy in development policymaking in India in the 1990s, divergent development policy approaches and outcomes among states, and the emerging importance of subnational state development policies and programmes for women in this period. The author argues that the state is not a monolith but a heterogeneous, internally differentiated collection of institutions, which offers complex and varying opportunities and consequences for feminists engaging the state. Demonstrating that the Indian empirical case is illuminating for studies of the gendered politics of development, and international debates on gender mainstreaming, the book highlights the politics of negotiating gender equality strategies in the contemporary context of neo-liberal development and brings together complex issues of modernity, postcolonialism, identity politics, federalism, and equality within the broader context of the world’s largest democracy. In 2010, it accounted for 57 percent of the country's GDP and 25 percent of its total employment. The results do not conform to the growth experience of currently industrialized countries or other developing economies. Is the increasing share of the service sector in India's total output simply notional, as several activities that were earlier classified in the industrial sector are now subsumed in services' value added, or because the relative price of services has increased over time? No. The sector's growth is real - it is linked to household final demand, policy reforms and increased service exports. Is this service-led growth process sustainable? That remains an open question because the service sector is highly heterogeneous, ranging from software services and business process outsourcing to wholesale and retail trade and personal services. These subsectors vary considerably in the context of different economic characteristics that are important for development.
