Book excerpt: "The projections in the U.S. Energy Information Administration's (EIA's) Annual Energy Outlook 2012 (AEO2012) focus on the factors that shape the U.S. energy system over the long term. Under the assumption that current laws and regulations remain unchanged throughout the projections, the AEO2012 Reference case provides the basis for examination and discussion of energy production, consumption, technology, and market trends and the direction they may take in the future. It also serves as a starting point for analysis of potential changes in energy policies. But AEO2012 is not limited to the Reference case. It also includes 29 alternative cases (see Appendix E, Table E1), which explore important areas of uncertainty for markets, technologies, and policies in the U.S. energy economy. Many of the implications of the alternative cases are discussed in the 'Issues in focus' section of this report. / Key results highlighted in AEO2012 include continued modest growth in demand for energy over the next 25 years and increased domestic crude oil and natural gas production, largely driven by rising production from tight oil and shale resources. As a result, U.S. reliance on imported oil is reduced; domestic production of natural gas exceeds consumption, allowing for net exports; a growing share of U.S. electric power generation is met with natural gas and renewables; and energy-related carbon dioxide emissions remain below their 2005 level from 2010 to 2035, even in the absence of new Federal policies designed to mitigate greenhouse gas (GHG) emissions."--Executive Summary (p. 2).

Despite being enrolled in schools, children are not learning adequately. Increasingly, parents are seeking alternatives through private inputs in school and tuition. Students are dropping out from secondary school in spite of high financial returns of secondary education, and those who do complete it have inferior conceptual knowledge. Higher education is over-regulated and under-governed, keeping away serious private providers and reputed global institutes. Graduates from high schools, colleges and universities are not readily employable, and few are willing to pay for skill development. Ironically, the Right to Education Act, if strictly enforced, will result in closure of thousands of non-state schools, and millions of poor children will be left without access to education. Eleventh in the series, India Infrastructure Report 2012 discusses challenges in the education sector — elementary, secondary, higher, and vocational — and explores strategies for constructive change and opportunities for the private sector. It suggests that immediate steps are required to reform the sector to reap the benefits from India’s ‘demographic dividend’ due to a rise in the working age population. Result of a collective effort led by the IDFC Foundation, this Report brings together a range of perspectives from academics, researchers and practitioners committed to enhancing educational practices. It also focuses on the critical gaps in conceptualizing its formulations and recommends a framework for sustainable energy security. India, the fourth largest consumer of oil, is an energy-deficit economy, importing more than eighty percent of its needs. This makes securing energy integral to its foreign policy goals. Obviously it is important for India to actively participate in the global energy market and establish robust, enduring and nuanced diplomatic relations with energy exporting countries. Equally important is that India diversifies its energy mix and moves towards carbon-free growth. Renewable energy is today high on the global energy agenda. Indian energy policy thus has to address a range of issues, domestically and on foreign turf. It has to move beyond the transactional mode by creating equity in the global energy industry. Today, the global energy regime is undergoing fundamental changes, as is the power dynamics of the global energy order. There are now many new producers and diverse consumers. The trade in energy has increased in volume and its direction has shifted from the West to the East, and the ongoing structural changes in the energy market call for a new security architecture. Given the complex and competitive environment of the new geo-economics and geopolitics of energy, the question could well be, should India frame energy issues in conflict mode or move toward innovative cooperation? In either case the message is that India needs an integrated energy security policy.

Book excerpt: India’s energy system has evolved around domestic coal, sizable imports of oil and LNG, moderate contribution of hydro power, declining and yet sizable use of traditional biomass as cooking fuel by rural households and growing attention to modern renewable, nuclear and energy efficient technologies. India’s per-capita GHG emissions are below the global average and far below those in the developed countries. Notwithstanding the inherited fossil based energy system and high economic growth expectations, India voluntarily committed to reduce GHG emissions intensity of the economy by 20-25 per cent from 2005 to 2020. This book details inventory of energy and emissions at national and sector levels. It maps firm and locale level energy use and emissions and their impacts such as on the urban air pollution. The future energy and emissions trends are analyzed following scenarios analysis using integrated assessment modelling framework that aligns India’s national development goals with global climate change actions. The analysis shows that the global 2˚C temperature stabilization target shall require fundamental transformation of India’s energy system, both on demand and supply sides. The book demonstrates the necessity and validity of following a long-term development-centric perspective; even while delineating near-term energy and emissions policies, programs and targets such as those needed to delineate the Intended Nationally Determined Contributions (INDCs). The book, while illustrating the best practice modeling, scenarios development and policy assessment for India, provides insights into the mode and means of navigating the energy and emissions policy landscape for India. The complexity of the policymaking notwithstanding, the book is intended to demystify the methods and means for delineating the policies. The book, we hope demonstrates the need to use best practice methodologies for national assessments and also the existence of the scientific capacity in the country to carry out such assessments.

The projections are used by international agencies, federal and state governments, trade associations, and other planners and decision makers. They are published pursuant to the Department of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The report begins with a review of world trends in energy demand and the major macroeconomic assumptions used in deriving the International Energy Outlook 2016 (IEO2016) projections, along with the major sources of uncertainty in the projections, which extend through 2040. In addition to the Reference case projections, High Economic Growth and Low Economic Growth cases were developed to consider the effects of higher and lower growth paths for economic activity than are assumed in the Reference case. IEO2016 also includes a High Oil Price case and, alternatively, a Low Oil Price case. The resulting projections--and the uncertainty associated with international energy projections in general--are discussed in Chapter 1, "World energy demand and economic outlook." Projections for energy consumption and production by fuel--petroleum and other liquid fuels, natural gas, and coal--are presented in Chapters 2, 3, and 4, along with reviews of the current status of each fuel on a worldwide basis. Chapter 5 discusses the projections for world electricity markets--including nuclear power, hydropower, and other marketed renewable energy resources--and presents projections of world installed generating capacity. Chapter 6 presents a discussion of energy used in the buildings sector (residential and commercial). Chapter 7 provides a discussion of industrial sector energy use. Chapter 8 includes a detailed look at the world's transportation energy use. Finally, Chapter 9 discusses the outlook for global energy-related carbon dioxide emissions. IEO 2016 focuses exclusively on marketed energy. Non-marketed energy sources,which continue to play an important role in some developiing countries, are not included in the estimates. However despite a well developed plan for energy conversion in place, using indigenous resources for over half a century, it is still considered only promising. Relevant questions in this regard are; whether perceived promise is realizable? If so, in what time frame and at what cost? Will it be safe keeping in view its capacity to cause wide spread devastation? Is there a need to seek technical collaboration with other countries or will it be better to go indigenous route only? How do we tackle the widening demand- supply gap during the interim? And finally is there a case for a review for the existing decision loop/energy management system? An attempt has been made in this book to address these issues. It is also expected that the concept advocated in this book for achieving energy security for India by 2030 will initiate a wider debate on the subject.
