The urban water crisis is a global phenomenon, but it is more obvious in the megacities of the developing world. Urban drought, although not a familiar term, will pose a significant threat to humankind in the near future, especially in the context of increasing population in cities. Many cities are already unable to provide safe, clean water for their citizens. Some of the world’s largest cities depend heavily on groundwater for their water supply. It is unlikely that dependence on aquifers, which take many years to recharge, will be sustainable. As urban populations grow, water use will need to shift from agriculture to municipal and industrial uses, making decisions about allocating between different sectors difficult. Inefficient water-use practices by households and industries, fragmented management of water between sectors and institutions, climate-induced water shortages, environmental degradation of water sources, and inadequate use of alternate sources are also issues of major concern. Despite recent advances in the literature, there exists a considerable gap in attempting an integrated water-resource management approach. Covering all aspects of urban drought and water insecurity, this book is a valuable resource for students, researchers, academics, policy makers, and development practitioners.

As a result, we need to vastly improve the efficiency and effectiveness of our public and private sector processes in water management. The author describes recent advances in data acquisition (e.g., satellite imagery, drones, and on-the-ground sensors and smart meters), big data analytics, artificial intelligence, and blockchain, which provide new tools to meet needs in both developing and developed economies. As such, digital water promises to increase the long-term value of water resource assets while assisting in compliance with regulations and helping respond to the demands of population growth and evolving natural and business ecosystems. Book excerpt: Urban water and wastewater systems have an inherent vulnerability to both manmade and natural threats and disasters including droughts, earthquakes and terrorist attacks. It is well established that natural disasters including major storms, such as hurricanes and flooding, can effect water supply security and integrity. Earthquakes and terrorist attacks have many characteristics in common because they are almost impossible to predict and can cause major devastation and confusion. Terrorism is also a major threat to water security and recent attention has turned to the potential that these attacks have for disrupting urban water supplies. There is a need to introduce the related concept of Integrated Water Resources Management which emphasizes linkages between land-use change and hydrological systems, between ecosystems and human health, and between political and scientific aspects of water management. An expanded water security agenda should include a conceptual focus on vulnerability, risk, and resilience; an emphasis on threats, shocks, and tipping points; and a related emphasis on adaptive management given limited predictability. Internationally, concerns about water have often taken a different focus and there is also a growing awareness, including in the US, that water security should include issues related to quantity, climate change, and biodiversity impacts, in addition to terrorism. This presents contributions from a group of internationally recognized experts that attempt to address the four areas listed above and includes suggestions as to how to deal with related problems. It also addresses the new and potentially growing issue of cyber attacks against water and waste water infrastructure including descriptions of actual attacks, making it of interest to scholars and policy-makers concerned with protecting the water supply.

These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction
