Available in PDF, EPUB and Kindle. Book excerpt: Faced with a difficult recruiting environment, the Army moved to increase the cap on recruiting bonuses from its current maximum of $20k to $40K. To understand the personnel management implications of raising the bonus cap, the current study estimated its projected impact on Army accessions, specifically applicants' job training and term-of-service (TOS) choices. Using an empirically-based Job Choice Model (JCM), based on actual applicant choice data taken from REQUEST transactions for the first quarter of FY 2005 (n = 18,803), we estimated the model and then simulated applicants' MOS-TOS choices under the existing bonus cap of $20k and a raised bonus cap of $40K. Results of our simulations indicated that the raised bonus cap could increase accessions, particularly among higher quality applicants, to higher priority MOS, about 8-10%, on average, and to longer TOS by roughly 12-17%. At the same time, however, accessions to lower priority MOS are projected to drop about 2%. For Army personnel policy researchers, the methodology, estimates and results of the Job Choice Modeling (JCM) could be used in future efforts to model the impact of bonus policy on Army applicants' enlistment behavior.

Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. From the Preface - From the outset, some experts doubted that the U.S. Marines Corps would play a major role in Afghanistan given the landlocked nature of the battlefield. Naval expeditionary Task Force 58 (TF-58) commanded by then-Brigadier General James N. Mattis silenced naysayers with the farthest ranging amphibious assault in Marine Corps/Navy history. In late November 2001, Mattis' force seized what became Forward Operating Base Rhino, Afghanistan, from naval shipping some 400 miles away. The historic assault not only blazed a path for follow-on forces, it also cut off fleeing al-Qaeda and Taliban elements and aided in the seizure of Kandahar. While Corps doctrine and culture advocates Marine employment as a fully integrated Marine air-ground task force (MAGTF), deployments to Afghanistan often reflected what former Commandant General Charles C. Krulak coined as the "three-block war." Following TF-58's deployment during the initial take down of the Taliban regime, the MAGTF made few appearances in Afghanistan until 2008. Before then, subsequent Marine units often deployed as a single battalion under the command of the U.S. Army Combined Joint Task Force (CJTF) to provide security for provincial reconstruction teams. The Marine Corps also provided embedded training teams to train and mentor the fledgling Afghan National Army and Police. Aviation assets sporadically deployed to support the U.S.-led coalition mostly to conduct a specific mission or to bridge a gap in capability, such as close air support or electronic warfare to counter the improvised explosive device threat. From 2003 to late 2007, the national preoccupation with stabilizing Iraq focused most Marine Corps assets on stemming the insurgency, largely centered in the restive al-Anbar Province. As a result of the North Atlantic Treaty Organization (NATO) taking over command of Afghan operations and Marine Corps' commitments in Iraq, relatively few Marine units operated in Afghanistan from late 2006 to 2007. Although Marines first advocated shifting resources from al-Anbar to southern Afghanistan in early 2007, the George W. Bush administration delayed the Marine proposal for fear of losing the gains made as a result of Army General David H. Petraeus' "surge strategy" in Iraq. By late 2007, the situation in Afghanistan had deteriorated to the point that it inspired Rolling Stone to later publish the story "How We Lost the War We Won." In recognition of the shifting tides in both Iraq and Afghanistan, the Bush administration began to transfer additional resources to Afghanistan in early 2008. The shift prompted senior Marines to again push for a more prominent role in the Afghan campaign, even proposing to take over the Afghan mission from the Army. . . .
