Book excerpt: In this paper, a variational data assimilation approach is used to assimilate the rain rate (RR) data together with precipitable water (PW) measurements from Experiment on Rapidly Intensifying Cyclones over the Atlantic (ERICA) (4-5 January 1989; IOP-4 cyclone). The PW and RR, which are assimilated into the MM5 model, are computed from the Special Sensor Microwave/Imager (SSM/I) raw data-brightness temperatures, via a statistical regression method. The SSM/I-derived RR and PW at 0000 UTC and/or 0930 UTC are assimilated into the MM5. The data at 2200 UTC are used for verification of the prediction results. Numerical experiments are performed using the Penn State/NCAR mesoscale model version 5 (MM5). Two horizontal resolutions of 50 km and 25 km are used in our studies. Comparisons are made between the experiments with and without SSM/I-measured PW and RR observations. Results from these experiments showed that: (1) The MM5 simulated a well-behaved but slightly less intense, position-shifted cyclogenesis episode based on the NCEP analysis enhanced with only radiosonde and surface observations through a Cressman-type of objective analysis. (2) The satellite-derived PW and RR observations were assimilated successfully into the MM5 model by a variational method. The cost function which measures the distance between the model predicted and the observed PW and RR decreased by about one order of magnitude. (3) Assimilation of PW and RR significantly improved the cyclone prediction, reflected mostly in the cyclone's track, the associated frontal structure and the associated precipitation along the front. The model's spin-up problem during the simulation was greatly reduced after assimilating the PW and RR information into the model initial conditions. (4) Sensitivity experiments of RR assimilation indicated that the impact on the results of RR assimilation was less sensitive to errors in the magnitude estimate than errors in the RR location.

Book excerpt: A recently developed Special Sensor Microwave/Imager (SSM/I) exponential rain algorithm is evaluated using passive microwave data from ERICA IOPs 2,3,4, and 5. Resulting SSM/I rain analysis were first compared with aircraft radar and coastal radar data. SSM/I rain analyses in IOPs 2, 3, and 4 were then used with GOES enhanced IR imagery to determine ERICA cyclones' synoptic rain structure. The SSM/I rain analysis in IOP 5 agreed well with the aircraft radar and coastal radar observations. Maximum SSM/I rain rate areas coincided with the radar intensity observations, but SSM/I rain rates were somewhat less than inferred by the radar. SSM/I rain rate analyses clear delineate the liquid precipitation patterns within the IOP 2,3, and 4 cyclones. The SSM/I rain rate data shows promise to significantly improve analysis of precipitation over the ocean, where conventional data is notably sparse.

Book excerpt: As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

As risks depend on hazard and vulnerabilities, not only geophysical tools for flood forecasting and planning are presented, but also socio-economic problems of flood management are discussed. Starting with precipitation and meteorological tools to its forecasting, hydrological models are described in their applications for operational flood forecasts, considering model uncertainties and their interactions with hydraulic and groundwater models. With regard to flood risk planning, regionalization aspects and the options to utilize historic floods are discussed. New hydrological tools for flood risk assessments for dams and reservoirs are presented. Problems and options to quantify socio-economic risks and how to consider them in multi-criteria assessments of flood risk planning are discussed.
