The USGS NSHM project uses probabilistic seismic hazard analysis to quantify the rate of exceedance for earthquake ground shaking (ground motion). For the 2014 NSHM assessment, the seismic hazard from potentially induced earthquakes was intentionally not considered because we had not determined how to properly treat these earthquakes for the seismic hazard analysis. The phrases "potentially induced" and "induced" are used interchangeably in this report, however it is acknowledged that this classification is based on circumstantial evidence and scientific judgment.

Significant strides in science have been made to better understand potential ground shaking from induced earthquakes, which are earthquakes triggered by man-made practices. Earthquake activity has sharply increased since 2009 in the central and eastern United States. The increase has been linked to industrial operations that dispose of wastewater by injecting it into deep wells. The U. S. Geological Survey (USGS) report outlines a preliminary set of models to forecast how hazardous ground shaking could be in the areas where sharp increases in seismicity have been recorded. The models ultimately aim to calculate how often earthquakes are expected to occur in the next year and how hard the ground will likely shake as a result. This report looked at the central and eastern United States; future research will incorporate data from the western states as well. This report also identifies issues that must be resolved to develop a final hazard model, which is scheduled for release at the end of the year after the preliminary models are further examined. These preliminary models should be considered experimental in nature and should not be used for decision-making. USGS scientists identified 17 areas within eight states with increased rates of induced seismicity. Since 2000, several of these areas have experienced high levels of seismicity, with substantial increases since 2009 that continue today. This is the first comprehensive assessment of the hazard levels associated with induced earthquakes in these areas, including the states of Alabama, Arkansas, Colorado, Kansas, New Mexico, Ohio, Oklahoma, and Texas. Scientists developed the models by analyzing earthquakes in these zones and considering their rates, locations, maximum magnitude, and ground motions.

Although only a very small fraction of injection and extraction activities among the hundreds of thousands of energy development sites in the United States have induced seismicity at levels noticeable to the public, understanding the potential for inducing felt seismic events and for limiting their occurrence and impacts is desirable for state and federal agencies, industry, and the public at large. To better understand, limit, and respond to induced seismic events, work is needed to build robust prediction models, to assess potential hazards, and to help relevant agencies coordinate to address them. Induced Seismicity Potential in Energy Technologies identifies gaps in knowledge and research needed to advance the understanding of induced seismicity; identify gaps in induced seismic hazard assessment methodologies and the research to close those gaps; and assess options for steps toward best practices with regard to energy development and induced seismicity potential.

Book excerpt: The Mississippi Embayment (ME) area is prone to damaging earthquakes as it lies over the New Madrid Seismic Zone, which is considered the most seismically active zone in the central and eastern United States. Several attempts have been made to account for the influence of deep sediment deposits of the ME on the propagation of seismic waves. This study presents the seismic and liquefaction hazards of the ME by adding the local geologic conditions to the 2014 USGS National Seismic Hazard Model. Both equivalent linear and nonlinear site response codes have been used to determine the amplification distribution at a site. This study uses the most up-to-date information available from different researchers and attempts to reduce the effect of uncertainties. A new 3D geologic model has been generated to assign geologic information and shear wave velocity to the soil profiles distributed over the ME area. The 3D model helps to generate an interpolated soil profile at a site for more accurate site response analysis, replacing the use of generic soil profiles. For liquefaction hazard analysis, updated surface geologic maps and liquefaction potential curves have been used. At short periods corresponding to peak ground acceleration the results show that seismic hazard is reduced on the lowlands in comparison to USGS results, mainly due to deamplification of ground motions from strong nonlinearity in the softer soil deposits. The NOAH (nonlinear Iwan model) site response code shows slightly lower hazard on the lowland soils in comparison to those obtained from SHAKE91 (equivalent linear). At long periods, lowlands deposits amplify hazards more in comparison to corresponding USGS results, mainly due to much less soil nonlinearity at long periods. The liquefaction hazard tends to be high in Holocene and late Pleistocene lowlands sediments and low in Pleistocene loess of the uplands. The young sediments and shallow groundwater table depth in lowlands contribute to higher liquefaction hazard. Considering pore pressure effects in nonlinear site response analysis at a test site on the lowlands shows amplification of ground motion even at short periods. Therefore, pore pressure effects should be considered in seismic hazard analysis of the ME. .

Some of the earliest field evidence dates to the 1960s, when earthquakes were turned on and off by water injection in Rangely, Colorado. More recently, induced seismicity has been reported worldwide in connection with many subsurface technologies, including wastewater disposal, natural gas storage, enhanced geothermal systems, and hydraulic fracturing. As a result, there has been a growing public concern around the world about the potential seismic hazard and environmental impact of subsurface energy technologies. Understanding the physical mechanisms that lead to induced seismicity is essential in efforts to mitigate the risk associated with subsurface operations. As a first step in this thesis, we develop a spring-poroslider model of frictional slip as an analogue for induced seismicity, and analyze conditions for the emergence of stick-slip frictional instability--the mechanism for earthquakes--by carrying out a linear stability analysis and nonlinear simulations. We found that the likelihood of triggering earthquakes depends largely on the rate of increase in pore pressure rather than its magnitude. Thus, the model explains the common observation that abrupt increases in injection rate increase the seismic risk. Second, we perform an energy analysis using the same spring-poroslider model to shed light into the partitioning of energy released into frictional and radiated energy-since the latter is associated with the overall size of the earthquake and its potential for damage to man-made structures. Two key elements of the analysis are: (1) incorporating seismic radiation within the model using a precisely-defined viscous damper, and (2) partitioning the energy supplied by fluid injection into dissipated and stored energy in fluid and skeleton. The analysis shows how the rate of increase in pore pressure controls the radiated energy, stress drop, and total slip of the earthquake. Third, we study the effect of heterogeneity on the dynamics of frictional faults. In particular, we develop an objective (frame-indifferent) formulation of frictional contact between heterogeneous surfaces at a small scale, and introduce the notion that friction is a function of the states of the two surfaces in contact, each representing roughness and microstructural details for the surface. We then conduct dynamic simulations of a spring-slider model and show that heterogeneous Coulomb friction alone is capable of reproducing the transitions in complex frictional behavior, from stable creep to regular earthquakes and slow slip. This thesis, as a whole, enhances our understanding of the mechanics of fluid-injection-induced earthquakes and suggests strategies that mitigate or minimize the seismic risk associated with a wide range of subsurface operations, from hydraulic fracturing and geothermal energy extraction to wastewater injection and geologic CO2 sequestration.
