The authors support the hypothesis that the current regional disparities are principally the result of a long and complex process in which historical, geographical, economic, institutional, and political factors have all worked together. Lessons from the past can aid current debates on regional inequalities, territorial cohesion, and public policies in developing and also developed countries. In contrast with European countries, Latin American economies largely specialized in commodity exports, showed high levels of urbanization and high transports costs (both domestic and international). This new research provides a new perspective on the economic history of Latin American regions and offers new insights on how such forces interact in peripheral countries. In that sense, natural resources, differences in climatic conditions, industrial backwardness and low population density areas leads us to a new set of questions and tentative answers. This book brings together a group of leading American and European economic historians in order to build a new set of data on historical regional GDPs for nine Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, Peru, Uruguay and Venezuela. This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Book excerpt: Growing regional inequality within countries has raised the perception that “some places and people” are left behind. This has prompted a shift toward inward-looking policies and away from pro-growth reforms. This paper presents novel stylized facts on regional inequality for OECD countries. It shows that regional disparity in per-capita GDP is large (even after adjusting for regional price differences), persistent, and widening over time. The paper also finds that rising nationwide income inequality is associated with both rising within-region income inequality and widening average income across regions. The rise in inequality is related to declining incentives for interregional labor mobility, especially for poor households in lagging regions, which are estimated to reduce by as much as one-third in the United States. Against these facts, the paper proposes a framework to identify whether, how and by whom fiscal policies can be used to tackle regional inequality. It outlines conditions under which those policies should be spatially-targeted and illustrates how they can be complementary to conventional means-testing methods in mitigating income inequality.

Some researchers have argued that spatial concentration of population in and around major cities and the concurrent increase in regional inequality do not hinder national economic development, and may stimulate it. Nevertheless, many national governments seek to promote balanced regional economic development and reduce regional income inequality, because unbalanced development and higher levels of regional inequality may cause political or ethnic conflicts between different regions of the country. As the applications of the analytical methods introduced in the first part of the book, the second part presents four independent empirical studies on regional inequality and development in Indonesia. They offer very interesting case studies for the formulation of policies and programs to reduce regional inequalities, because as the world’s largest archipelagic country with more than 13 thousand islands and 300 ethnic groups, Indonesia is spatially diverse in terms of its ecology, natural resource endowments, economy, ethnicity and culture.This book can be used as a textbook for undergraduate and graduate students who are interested in national economic development and regional income inequality. It is also beneficial for practitioners and policy makers who are in charge of the formulation, implementation and evaluation of development policies and programs.
