The analysis uses an adapted framework developed by Yvonne Galligan and Sara Clavero to measure inclusion across a range of factors associated with deliberative democratic principles. The logic is that political systems designed to accommodate communities in conflict will prioritise certain identities over others. The aim of the book is to investigate how identities not directly associated with a conflict fare in a political system designed to manage identities in conflict. The book looks comparatively at the conflicts in Kosovo and Northern Ireland, then discusses approaches to conflict management, describing how political institutions were designed in those contexts. The themes of women and minority identities in those conflicts are then explored with a view to examining the extent of inclusion in the Northern Ireland and Kosovo Assemblies.

Book excerpt: In case studies focusing on contemporary crises spanning Africa, the Middle East, and Eastern Europe, the scholars in this volume examine the dominant prescriptive practices of late neoliberal post-conflict interventions—such as statebuilding, peacebuilding, transitional justice, refugee management, reconstruction, and redevelopment—and contend that the post-conflict environment is in fact created and sustained by this international technocratic paradigm of peacebuilding. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

Analysis of cross-national data and in-depth comparisons of case studies of Uganda, Liberia and Angola show that post-conflict countries have significantly higher rates of women's political representation in legislatures and government compared with countries that have not undergone major conflict. They have also passed more legislative reforms and made more constitutional changes relating to women's rights. The study explains how and why these patterns emerged, tying these outcomes to the conjuncture of the rise of women's movements, changes in international women's rights norms and, most importantly, gender disruptions that occur during war.
