Book excerpt: Academic studies on the financing of education are relatively rare, particularly in the context of developing countries. The available literature is mainly grey, narrow in focus, hard to come by, and motivated by operational rather than analytical concerns. It tends to concentrate on the allocation of resources and the cost-effectiveness of education, rather than on wider questions of financing throughout the education system: from formulating education policies, through curriculum planning and budgeting, to the implementation of expenditure. This publication is an attempt to address these deficits in the literature. It looks at the bigger picture of financing the totality of the formal educational system in the wider context of public finance, and as integral to the effectiveness of education policies. The analysis is orientated towards action and further research. The study is organised into five chapters. The first provides an analytical overview of the financing of education in sub-Saharan Africa; the second identifies the roots of the problems: the traditional prescriptions for education policy; and the third chapter suggests ways of resolving these. The final chapters concentrate on the global management of education policy, questioning the orthodox structural remedies to the problems of financing and managing education, in particular, privatisation and decentralisation. This is a co-publication with the Association for the Development of Education in Africa (ADEA). In French.

Si l’on insiste souvent en effet sur les dimensions idéologiques et politiques des tensions et des décisions qui concernent les structures éducatives, les historiens ont eu trop tendance à négliger la dimension financière de ces mêmes décisions. Or l’éducation a un coût certain, alimente un « marché scolaire » et fait vivre des entreprises qui lui construisent ses bâtiments, lui fournissent son ravitaillement, ses meubles et son matériel pédagogique. Si l’obsession de la rentabilité des institutions est désormais d’actualité, tout comme la logique managériale et la déclinaison des objectifs en compétences, il s’en faut de beaucoup que ces préoccupations soient entièrement nouvelles. Il s’agit alors d’examiner, au plus près des sources et sur la longue durée qui couvre la période allant du XVIe siècle au XXe siècle, les modalités, les finalités et les conséquences de l’investissement éducatif. Quel est le coût des études, selon les périodes prises en considération, selon les institutions et le niveau d’études choisis ? Comment s’opèrent les montages financiers qui permettent aux institutions éducatives de vivre et de se développer ? Quels sont les principaux acteurs qui financent l’École et pour quelles raisons ? Les Églises et leurs membres, les villes et leur oligarchie, les communautés d’habitants, les notables philanthropes mais aussi les entreprises et les familles participent au financement de l’éducation mais l’on perçoit, dans ces contributions, la progressive affirmation de l’État central qui investit ce champ en imposant ses prérogatives. Le coût des études est aussi un marqueur social extrêmement puissant qui sépare ceux qui peuvent payer de ceux qui ne le peuvent pas, même si tout un système d’aides existe rapidement, englobant bourses et exemptions aux finalités polysémiques. La gratuité de l’enseignement marque à ce niveau une étape fondamentale même si elle ne signifie pas la fin de tout frais pour les familles. Explorant un territoire historique encore peu parcouru, ce livre est aussi, on le devine, au cœur de nos préoccupations actuelles sur l’École et son coût.

Book excerpt: The importance of the Low Countries as a centre for the study of foreign languages is well-known. The mutual relationship between the Dutch grammatical tradition and the Western European context has, however, been largely neglected. In this collection of papers on the history of linguistics in the Low Countries the editors have made an effort to present the Dutch tradition in connection with that of the neighbouring countries. Three articles by Claes, Dibbets and Klifman deal with the earliest stages of the development of a grammar for the Dutch vernacular. Several important European figures worked in the Low Countries; their contribution to linguistics is discussed in articles on Vossius (Rademaker), Spinoza (Klijnsmit), and one of the most original phoneticians of European linguistics, Montanus (Hulsker). Vivian Salmon's article is a survey on the relations between English and Dutch linguistics in the field of foreign language teaching. In the 19th century Dutch linguistics had a special relationship with German general and historical linguistics; four articles deal with this period (Jongeneelen, van Driel, le Loux-Schuringa, Noordegraaf). Finally, there are three articles by Kaldewij, Hagen and van Els/Knops on the development of three branches of linguistics in the 20th century: structuralism, dialectology and applied linguistics. This volume should be of interest for all specialists in the history of linguistics in Europe, who are interested in the interdependence of the various traditions.

The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses.
