State crash files from the Nat. Highway Traffic Safety Admin.¿s State Data System were used to measure the incidence rates of pedestrian and bicyclist crashes by HEVs and to compare the incidence rate with their peer ICE vehicles. This study found that pedestrian and bicyclist crashes involving both HEVs and ICE vehicles commonly occurred on roadways, in zones with low speed limits, during daytime and in clear weather, with higher incidence rates for HEVs when compared to ICE vehicles. Book excerpt: Hybrid electric (HE) passenger vehicles first became available to consumers in 2000, and their numbers as well as their proportion of the passenger vehicle fleet have risen every year since their introduction. Advocacy groups have raised pedestrian safety concerns regarding HE vehicles because a vehicle using the electric motor may be relatively quieter than a vehicle using an internal combustion engine (ICE) and may not emit the sounds that non-motorists rely on for warning as vehicles approach them. In 2009 the National Highway Traffic Safety Administration released the report “Incidence of Pedestrian and Bicyclist Crashes by Hybrid Electric Passenger Vehicles” with the finding that an HE vehicle was two times more likely to be involved in a pedestrian crash than an ICE vehicle in situations involving low-speed maneuvers (Hanna, 2009). This report aims to update the previous report with more data by adding additional years of State crash files as well as by increasing the number of States included in the analysis from 12 to 16.

Book excerpt: Vulnerable road users (VRUs) such as pedestrians and bicyclists, also known as non-motorists, are vulnerable due to lack of protection in traffic. They are even more vulnerable at intersections due to increased exposure and conflicts with motor vehicles whose paths have to cross each other. The main objective of this thesis study was to determine factors that contribute significantly to the crash severity of intersection-related crashes involving motor vehicles and the vulnerable road users. When a motor vehicle crashes with a non-motorist road user, the non-motorist road user sustains the higher injury levels. Based on the objectives of this study, a three-year crash database from January 2013 to December 2015 acquired from the Ohio Department of Public Safety was utilized for this analysis. The logistic stepwise selection procedure was applied to estimate statistically significant predictor variables that contribute to increasing bicyclist and pedestrian-related crash severity levels. The logistic regression model identified five statistically significant predictor variables out of fourteen independent variables considered in the current research. The predictors that increase the crash severity of crashes involving VRUs who collide with vehicles at intersections are pedestrian-related, road contour, gender, light condition, and unit in error. The other factors that are usually significant such as posted speed limits, alcohol-related, gender, age, etc., were not significant in the current study. However, speed-related was not tested in the current study due to lack of enough cases where speeding was reported as contributing factor in the data set used.

Book excerpt: Vulnerable road users such as pedestrian and bicyclists are more likely to sustain a severe injury when they are involved in a crash with motor vehicles. Identifying the causes of crashes involving pedestrians and bicyclists is essential to reducing the number and the severity of such crashes. This study identified the causes and risk behaviors associated with pedestrian and bicycle crashes in Michigan by reviewing selected individual crash report (i.e., UD-10). Crash reports for all pedestrian and bicycle fatal crashes (K) and a sample of incapacitating injury crashes (A) from 2010 to 2014 were reviewed and typed individually using the Pedestrian and Bicycle Crash Analysis Tool (PBCAT). The results of analysis revealed the risk behaviors and causes of pedestrian and bicycle crashes in Michigan. Six risk behavior groups and causes for pedestrian crashes included: failing to yield/disregard traffic control by pedestrian or driver, pedestrian in roadway, pedestrian near vehicle, pedestrian walking along the roadway, loss of control, and other or unknown. Similarly, five risk behavior groups and causes for bicycle crashes were identified, including: failing to yield/disregard traffic control by cyclist or driver, overtaking, loss of control/turning error, cyclist rode wrong way, and other or unknown. Additionally, the study investigated the roadway characteristics and environmental characteristics associated with the most prevalent causes and risk behaviors. In conclusion, the study recommended a list of engineering, enforcement, and education and outreach countermeasures for each risk behavior group. The results of this study will assist the practitioners in identifying the causes of pedestrian and bicycle crashes and selecting the appropriate countermeasures in order to reduce the number and severity of those crashes in Michigan.

An extensive literature is available for crash severity in terms of driver safety, but fewer studies have explored non-motorized users' crash severity. Furthermore, most research efforts have examined pedestrian and bicyclist crash severity in urban areas. This study focuses on state roads (mostly outside major urban areas) and aims to identify contributing risk factors of fatal and severe crashes involving pedestrians and bicyclists in state roads. Two ordinal regression models were developed (one for pedestrian and the other for bicyclist crashes) to examine crash severity risk factors. Additional models were developed to investigate road and traffic characteristics that could increase the likelihood of fatal crashes. In the model for pedestrian crash severity risk factors such as age, vehicle type and movement, light conditions, road classification, traffic control device, posted speed limit, location of the pedestrian and wet road surface during clear weather conditions are statistically significant. The bicyclist crash severity model indicates that age, crash location, vehicle movement and alcohol intoxication during dark conditions are statistically significant. In terms of road characteristics and traffic conditions, the models suggested risk factors such as arterials, light conditions, posted speed limit, roadways, and high heavy vehicle volume, increased the odds of a crash being fatal. The results seem to suggest that besides improvements in roadway characteristics, additional countermeasures to reduce crash severity for vulnerable users should include separation of vulnerable users from traffic, educational campaigns, more strict control of alcohol intoxicated drivers, and protection strategies of senior pedestrians.
