Yet despite being the most visible tool of international intervention, policymakers and scholars have little systematic knowledge about how well peacekeeping works. Peacekeeping in the Midst of War offers the most comprehensive analyses of peacekeeping on civil war violence to date. With unique data on different types of violence in civil wars around the world, Peacekeeping in the Midst of War offers a rigorous understanding of UN intervention by analysing both wars with and without UN peacekeeping efforts. It also directly measures the strength of UN missions in personnel capacity and constitution. Using large-n quantitative analyses, the book finds that UN peacekeeping missions with appropriately constituted force capacities mitigate violence in civil wars. The authors conclude by analyzing the broader context of UN intervention effectiveness, and conclude that peacekeeping is a more generally effective way to reduce the human suffering associated with civil war.

Book excerpt: The extended commemorations to mark the 100th anniversary of the Great War have commenced in earnest. Over the next four years people around the world will struggle to avoid the politicised public narratives of these remembrances. Nationalistic sentiment is no less palpable today than imperial sentiment was a century ago. Its opponents are still there too. Among the countless commemorative activities that will occur, there are innumerable counter narratives. Although they are compelling in their telling of oppositional stories, they have yet to capture the imagination of the dominant storytellers of our generation. Mainstream media, governments, and politicians of all persuasions, remain a captive of “soft jingoism”, and the myth making of Geoffrey Serle’s “fire-eating generals”. In such a view, war remains a lamentable, but necessary evil. The true costs of war are absorbed only partially. Given the destabilisation of much of the globe, and the increasing militarisation of domestic politics by Western governments, it is unsurprising that a widespread movement for peace is momentarily lost. But history provides hope. By looking back we can see the ebb and flow of peace movements, and the lessons here are instructive. The present commemorative phase provides historians with a license to tell the stories that underscore the feeble fabric of nationalistic hubris – ones that seek to analyse and understand the human condition rather than simply commemorate it. He argues that research from psychology—specifically, construal level theory—can help explain how individuals reason about the costs of postconflict noncombat operations that they perceive as lying in the distant future.In addition to preparations for "Phase IV" in the lead-up to the Iraq War, Rapport looks at the occupation of Germany after World War II, the planned occupation of North Korea in 1950, and noncombat operations in Vietnam in 1964 and 1965. Applying his insights to these cases, he finds that civilian and military planners tend to think about near-term tasks in concrete terms, seriously assessing the feasibility of the means they plan to employ to secure valued ends. For tasks they perceive as further removed in time, they tend to focus more on the desirability of the overarching goals they are pursuing rather than the potential costs, risks, and challenges associated with the means necessary to achieve these goals. Construal level theory, Rapport contends, provides a coherent explanation of how a strategic disconnect can occur. It can also show postwar planners how to avoid such perilous missteps.
