Taking into account lessons learned from previous DDR and SSR attempts, this Working Paper provides hints as to what the key aspects are that need to be re-considered to improve on security sector transformation in South Sudan. The authors argue that DDR and SSR, if not reinvented and reconsidered in a more radical way, are very unlikely to lead to significant change. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-HÃ?¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

This paper is based upon a comprehensive literature review of separate pieces of research including academic studies, datasets and policy analysis. It explores statistics and figures that illustrate the barriers that insecurity poses to achieving development outcomes in fragile and conflict-afflicted states. It also examines these dynamics in detail in four countries: Afghanistan, Solomon Islands, South Sudan and Timor-Leste. The assignment was not to come up with policy recommendations per se; rather it was to present a comprehensive synopsis of how different types of violence shackles and inhibits development in fragile and conflict-affected states. The team believes that the material presented will be of use in order to inform policy debate and development, including in the field of security sector reform. The analysis is contextualised by focusing on three types of violence: political, criminal and interpersonal. The barriers these different types of violence pose to development is presented throughout the report, and embedded in the country case studies.
