Book excerpt: "In October 2005, the AAAFoundation hosted a workshop, cosponsored by the Federal Highway Administration and the National Highway Traffic Safety Administration, to identify and prioritize long-range traffic safety research needs. A recurring theme throughout the workshop was that one of our greatest challenges wasn't a specific traffic safety issue, but rather our way of thinking about all of the issues, or our 'safety culture.' Recognizing that we would not be able to make a paradigm shift happen by ourselves, we began by soliciting input from the community regarding what 'safety culture' is, how it can be defined or measured, and most importantly, how it can be improved. During February, March, and April 2006, we actively sought input from the traffic safety community and others, in the form of brief concept papers describing directions for the AAA Foundation and/or the community at large to take to promote change. Authors of several of these concept papers received in response to that solicitation were invited to develop their thoughts further, resulting in the papers in this compendium. All of the papers in this compendium focus on the general theme of 'culture' in the context of motor vehicle traffic safety. Book excerpt: The main objective of this research was to provide guidance to the Kansas Department of Transportation (KDOT) in establishing strategies to improve the traffic safety culture in Kansas. This was done by analyzing crash data with respect to the seven coalition districts in Kansas. A detailed literature review along with a survey of existing conditions in 27 states was carried out. Web research was carried out to determine existing safety culture programs both in the United States and internationally. The applicability of the documented safety culture programs is determined based on the crash analysis of the coalition districts. The summary of the crash statistics and traffic safety culture programs, shown in Appendix C, was presented at the coalition meetings in order to positively impact the state's traffic safety culture by making sure the citizens of Kansas are thinking about safety proactively rather than reactively. The safety culture survey and the crash data analysis were able to provide a comparison between the largest issues contributing to traffic safety in Kansas and the types of issues where other states are spending their money. A common thread between the two is the appearance of younger drivers; drivers under the age of 30 made up over a third of drivers in crashes in Kansas, and most of the programs cited by other states have a youth component. This research will be the foundation upon which the Kansas regional safety coalitions build their traffic safety culture strategies. Additionally, this can be a valuable tool for other states going through a similar local involvement of traffic safety responsibilities or for traffic safety professionals to use as a reference for current traffic safety programs in the United States.

The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

Book excerpt: This final report summarizes the methods, results, conclusions, and recommendations derived from a survey conducted to understand values, beliefs, and attitudes regarding engagement in behaviors that impact the traffic safety of others. Results of the study provide a better understanding of safety citizenship behaviors and associated beliefs thus informing how to grow these beliefs in communities - thereby creating a culture that achieves greater improvements in traffic safety. A survey was developed based on an augmented integrated model of behavior and was implemented with adults age 18 and older from the U.S. using mailed and internet based methods. About half of the people who responded to the survey indicated they had been in a situation in the past 12 months when someone was not wearing a seat belt or was reading or texting while driving. Of those who indicated they were in a situation to intervene, more than half did. They were more likely to intervene with others who were socially closer to them (e.g., family and friends) than with those more socially distant (e.g., acquaintances or strangers). Most people had favorable attitudes and beliefs about intervening. Analysis revealed that the perception of whether most people do intervene (e.g., the perceived descriptive norm) was strongly correlated with intervening behavior. Similarly, most people who responded to the survey had favorable attitudes about strategies involving policy or rules to increase seat belt use or decrease reading or typing on a cell phone while driving. Recommendations for growing intervening behaviors are provided.

Policy makers, educators, researchers, and the public continue to debate the utility and morality of some of the influence tactics employed in these messages, such as the use of graphic images of injury or death, stigmatization (or "blame and shame"), and the use of "black humor." Guttman argues that influencing road safety requires making changes in normative and cultural conceptions of broader issues in society, yet the typical discourse on road safety tends to focus on individual attitudes and practices. The book highlights the importance of social and behavioral theory in communication campaigns on road safety, and critiques the tendency to focus on individual cognition, affect, and risk conceptions rather than on normative, structural, and cultural factors. The volume positions the discourse on road safety as a social issue, and treats road safety behavior as a social activity that directly relates to other public issues, social values, and social policy, while discussing potential uses of social media and participatory approaches. The discussion turns to the role of road safety communication campaigns as part of a democratic process of eliciting public discourse, including how contemporary society could address broader issues of risk and safety.
