Book excerpt: The U.S. Coast Guard seeks to attract, recruit, and retain a workforce that represents all segments of U.S. society. However, in the current active-duty Coast Guard, representation of women and of members of racial and ethnic minority groups declines as rank increases, ultimately resulting in a less diverse senior leadership. These demographics are largely the cumulative effect of the service's personnel system in which the pool of potential senior leaders narrows at each stage of the career life cycle, along with the number of candidates from underrepresented groups. To identify the root causes of the underrepresentation of women and of members of racial and ethnic minority groups in the Coast Guard, researchers used a mixed-method approach involving literature reviews, analysis of personnel data, interviews with subject-matter experts, focus groups, and a survey of active-duty personnel. The team examined the factors that shape representation at each phase of the military career life cycle-recruiting, career development, promotion and advancement, and retention-and identified facilitators of and barriers to improving diversity in the Coast Guard. The report includes recommendations to help the Coast Guard achieve its ultimate goal of a workforce that looks like the nation it serves.

Book excerpt: This project began as an investigation into the high rate of suicide among members of the Coast Guard in comparison to other branches of the U.S. Armed Forces. The course of research revealed Coast Guard officials' chronic reluctance to disclose information about suicide. Therefore, the new focus of research became a comparative investigation of the Coast Guard's resistance to discussing suicide within the organization. The study was conducted through interviews with a sample of Coast Guard and other military members as well as through discussion boards on the Internet. Questions centered on military life experience, stress, depression and suicide. The data suggest that members of the Coast Guard 1) initially appeared excited to participate in the study, however, when asked to discuss or disclose suicide-related information about the Coast Guard, they displayed marked signs of reluctance about their participation; 2) Coast Guard members emphasized the idea of the Coast Guard being a family; 3) Coast Guard members presented as the most conversational when compared with the other military branches; 4) the Coast Guard has a humanitarian mission as opposed to the other four combat-oriented services; 5) Coast Guard's image and perception among members of the Armed Forces is unique and somewhat set apart from the other, larger and more combat-oriented services; 6) the Coast Guard is perceived to be the toughest service to get promoted in, and it is seen as the most competitive when compared to all other military branches; 7) there is a differential suicide rate between the Coast Guard and the other military branches during both war and peace times. The findings are analyzed using Toennies' concept of Gemeinschaft versus Gesellschaft, Horney's theory of neurosis, Argyris' theory of organizational defensive routines, as well as Menninger's theory of suicide."

Changes to laws and Department of Defense (DOD) policies have either eliminated or clarified restrictions on women serving in the military. A 2011 Military Leadership Diversity Commission reported that women comprise more than 50 percent of the recruiting pool for the officer corps. Public Law 113-291 included a provision for United States Government Accountability Office (GAO) to review the Armed Forces outreach and recruitment efforts directed at womens representation in the officer corps, among other things. This book evaluates the extent to which accessions of women into the officer corps have increased, and DOD and the Coast Guard have determined resources and funding to increase the accessions of women into the officer corps; and DOD and the Coast Guard have initiatives and an oversight framework to increase the recruitment and accessions of female officers.

These volunteers come from all walks of life, i.e. recreational boaters, fishermen, emergency medical technicians, firefighters, accountants, doctors, lawyers, tradesmen, business people, active duty and retired Coast Guard and other military branches, etc., ranging from 17 to 80+ years of age. These International Guidelines are designed to share knowledge, international experience and expertise with fellow volunteers who are dedicated to assisting their Coast Guard, Navy, Defense Forces or similar government authorities involved in Recreational Boating Safety, Public Education, Marine Environmental Protection, Maritime Awareness, and Disaster Response. Good communication and cooperation with government authorities and other agencies are essential, in order to succeed. We realize that different countries have different cultures, traditions, environments, rules and regulations and we cannot write a template to fit all countries. However, we hope that these Guidelines cover the basics needed to assist you in establishing or broadening the scope of an existing Coast Guard Auxiliary or similar Volunteer Search and Rescue Organization.

Book excerpt: This monograph examines the current state of Coast Guard Professional Military Education (PME) to identify areas for improvement to ensure Coast Guard officers have the requisite knowledge, skills, and abilities to operate in an increasingly complex and dynamic post-9-11 environment. First, the monograph explores the history and culture of the service, including internal and external factors, to show their influence on the service's preference for the experiential model of learning and education. Then the monograph examines current policies, requirements, and institutional issues, including service, joint, and departmental competencies. This section also includes a holistic review and summary of several recent Coast Guard studies on core competency gaps in junior and mid-grade officers. The first section of the monograph concludes with defining the “desired state” of Coast Guard officer competencies in context with current strategic policy and vision on professional development. The monograph then analyzes information presented in the first section using Systems and Obstruction Analysis techniques described in Jamshid Gharajedaghi's book Systems Thinking. Systems Analysis is used to indicate the structural, functional, and procedural issues in the Coast Guard's training and education system that may be preventing change towards the “desired state.” Obstruction Analysis is used to identify the social and behavioral impediments within and external to the Coast Guard that may be hindering change. The analyses show the complexity and inter-relatedness of the issues that continue to allow competency gaps at the mid-grade levels and to prevent improvements to the officer PME system. Five solution areas are discerned from the dual analyses: knowledge, advocacy, plans and policy, resources, and culture. The monograph concludes with proposed solutions in all five areas. The monograph recommends multiple systemic changes which, if implemented simultaneously, would close existing core competency gaps in the officer corps and improve service, joint, and interagency professional competence at all levels. The proposed changes would also gradually move the Coast Guard away from an experiential-based PME system which is not meeting the professional development needs of the officer corps towards an objective-based system which would.
