Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as unreformable.

Book excerpt: This mixed methods study examined how a high-poverty urban school district implemented four initiatives to support special education teachers and increase student achievement. The initiatives that were implemented consisted of direct instruction teaching methods, the use of a district-approved curriculum, monitoring program fidelity with walkthroughs, and increased professional development opportunities. Quantitatively, the study compared walkthrough data and student achievement scores. The walkthrough data was collected from 52 special education teachers employed at the 19 schools making up the district while teaching reading and math. Student achievement scores were collected from the students taught by the 52 special education teachers. The walkthrough data compared the percentage of students making academic growth on district assessments with the percentage of teachers implementing the district initiatives with a high level of fidelity. Data was collected and analyzed between the first and third quarters of the 2013/2014 school year. Qualitatively, six special education teachers were interviewed to examine their thoughts on the change process and to determine their needs to be successful as they continued to implement the district initiatives. The results of the quantitative data indicated that students demonstrated growth as walkthrough scores increased in 16 out of 19 schools, specifically in the area of math. Fidelity to the initiatives increased throughout the year as teachers began to use and implement the initiatives. The results of the qualitative data indicated that special education teachers positively responded to the support they received through the Special Services Department and the districts initiatives. Using grounded theory, it was determined that teachers need opportunities for collaboration, feedback, and time to practice in order to be successful. Lastly, the epilogue discusses the next steps that are being taken by the district to support all students with their learning needs.

Available in PDF, EPUB and Kindle. Book excerpt: As the expectations for academic achievement are increasing, educators are searching for ways to improve student achievement. A quantitative, causal-comparative research design was used to assess how weekly professional development embedded within the school calendar on early release days influenced student performance on state standardized assessments in reading and mathematics in Maricopa County, Arizona, Title I schools. The theoretical framework for this study was grounded in sociocultural learning theory, transformative learning theory, and andragogy to examine the relationship of adult learning to models of professional development. Data analysis procedures involved a t test to compare the passing rates of students in reading and mathematics on Arizona's Instrument to Measure Standards (AIMS) between the two groups, where one group had teachers who received professional development on early release days and the other did not. The statistical findings demonstrated moderate evidence against the null hypothesis because the p-value was greater than 0.05 and less than 0.1. Specifically, the p-value for the 2012-2013 AIMS in reading was p = 0.0685, and the 2013-2014 AIMS in reading was p = 0.0635. Additionally, the p-value for the 2012-2013 AIMS in mathematics was p = 0.055, and the 2013-2014 AIMS in mathematics was p = 0.0805. The findings differed with results of previous studies; therefore, additional research in instructional practices and the development of teacher knowledge and skills through various professional development opportunities is needed.
