Book RAND Research Brief Improving Performance and Efficiency in the Total Army School System

Download or read book RAND Research Brief Improving Performance and Efficiency in the Total Army School System written by and published by . This book was released on 1999 with total page 2 pages. Available in PDF, EPUB and Kindle. Book excerpt: As part of its ongoing efforts to enhance unit readiness while reducing infrastructure and costs, the U.S. Army has taken steps to consolidate its complex system of schools and training centers and to improve training standards. A major objective of this educational reform process is to establish a Total Army School System (TASS) with fully accredited and integrated schools that provide standard, high-quality training and education for all components of the Army, both active (AC) and reserve (RC). Given the magnitude of the changes implied in this restructuring ini- tiative, the Army asked RAND's Arroyo Center to assess the performance and efficiency of the existing Army school system, including a prototype regional system of RC schools. The results of this assessment are presented in TJ%e Total Anny School Syste%n: Recommendations for Future Policy.' Arroyo researchers conclude that while the Army is moving in the right direction with the new RC proto- type, even greater improvements can be achieved in the performance and efficiency of the Army school system as a whole.

Book Resources Costs and Efficiency of Training in the Total Army School System

Download or read book Resources Costs and Efficiency of Training in the Total Army School System written by Michael G. Shanley and published by Rand Corporation. This book was released on 1997 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyzes the resource use and efficiency of the Reserve Components' (RC's) new prototype school system established in the southeast section of the United States (Region C). The assessment of outcomes in FY95 (the execution year of the prototype) is based on data collected in both FY94 (the baseline year) and FY95 in Region C and Region E, a comparison region in the midwest. The document also discusses ways to further improve resource use and efficiency in the future--primarily by more fully utilizing school system capacity. Because the school system is currently falling far short of meeting RC training demand, the authors focus on more effectively using current school resources rather than on achieving manpower or dollar savings. However, if training requirements decrease in the future, the results of this research could be applied to achieve resource savings. This report is part of a larger effort by RAND's Arroyo Center to analyze the performance and efficiency of the RC school system.

Book Rebuilding the Schoolhouse

Download or read book Rebuilding the Schoolhouse written by and published by . This book was released on 2001 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Competition for scarce resources -- both dollars and soldiers -- has driven the Army to explore ways to reduce the costs and infrastructure needed to conduct military education and training. Resources devoted to military education and training are substantial; in FY00, the Active Component training institutions cost the Army $5.7 billion to run and absorbed 44,500 staff and 74,000 trainee man-years. The Army not only wants to reduce the resources it devotes to the training base, it also seeks to improve the performance of its schools. To achieve these goals, the Army has undertaken various initiatives to restructure and modernize its individual training system, including, for example, establishing the Total Army School System and The Army Distance Learning Program (TADLP). The task is a tough one: improve performance while reducing resources. The range of strategies the Army could pursue complicates the task. Which of them offer the best chance for success? RAND Arroyo Center has examined the Army's recent initiatives along with a number of others, and its analysis suggests that four strategies could help the Army achieve its goal: (1) Integrate Active (AC) and Reserve Component (RC) training institutions, (2) Expand the use of educational technologies in Army schools, (3) Leverage "flexible" distance learning technologies, and (4) Increase the use of the private sector in Army training. (3 figures, 10 refs.).

Book Training Requirements and Training Delivery in the Total Army School System

Download or read book Training Requirements and Training Delivery in the Total Army School System written by John D. Winkler and published by RAND Corporation. This book was released on 1999 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyzes training requirements and school delivery of training in the Total Army School System, focusing on the system's ability to meet its training requirements in Reserve Component Training Institutions. Two types of training are the subject of this research. The first is the education of Reserve Component noncommissioned officers (NCOs). The second is reclassification training of soldiers who previously held one military occupational specialty (MOS) but who now need to be trained and qualified to hold a different MOS.' The report examines the execution year of Region C, where the "prototype" Total Army School System was established in the southeastern United States (FY95)-compared to the implementation year (FY94), as well as examining the prototype in relation to the overall system. The document also analyzes the impact of personnel policy changes that could enhance the training system's flexibility and effectiveness in meeting training requirements (i.e., by lowering turbulence to reduce demands on the system). This report is part of a larger effort by RAND Arroyo Center to analyze the performance and efficiency of the RC school system.

Book RAND Arroyo Center Research Brief Improving Training Efficience Lessons from the Total Army School System

Download or read book RAND Arroyo Center Research Brief Improving Training Efficience Lessons from the Total Army School System written by and published by . This book was released on 1999 with total page 2 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army has launched a series of initiatives to streamline and consolidate its extensive system of training institutions. One important objective has been to achieve cost economies while ensuring high-quality training, thus laying the foundation for a "Total Army School System" (TASS) that is more efficient and integrated across Army components (active and reserve). In Resources, Costs, and Efficiency of Training in the Total Army School System, researchers Michael C. Shanley, John D. Winkler, and Paul S. Steinberg present the final results for one major area in the assessment-resource use and efficiency of training both inside and outside a new prototype regional school system established by the Army in the southeastern region of the United States in the mid-1990s.

Book The Total Army School System

Download or read book The Total Army School System written by John D. Winkler and published by RAND Corporation. This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes the Arroyo Center's analysis of the Reserve Component (RC) school system and the prototype over two fiscal years (1995 and 1996) in the areas of training requirements and school production, training resources and costs, and training quality. While the RC system continues to have large training requirements, its ability to meet those requirements has grown; still, quota utilization continues to be a problem. Manpower resources continue to dominate costs, reinforcing the need to improve efficiency. Analysis shows that various strategies can improve efficiency from 10 to 24 percent; in addition, while consolidating annual training sites can yield efficiency, consolidating individual duty for training sites does not. Courseware continues to be the paramount training quality issue and, while instructor qualification is not a problem, finding enough qualified instructors continues to be.

Book Assessing the Performance of the Army Reserve Components School System

Download or read book Assessing the Performance of the Army Reserve Components School System written by and published by . This book was released on 1996 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC). Critics have suggested, for example, that the existing system of schools lacks efficiency, provides inconsistent quality of training, and is difficult to manage to meet the training needs of RC units (see, for example, DAIG (1993)). To respond to these concerns, the Army began a test (starting in PY94) of a 'prototype' regional school system in the southeastern United States. This prototype set out to achieve immediate consolidations of training facilities and improvements in training standards. The prototype sought to improve efficiency by organizing training on a regional basis and by changing schools' missions from multifunctional (providing a variety of training courses) to specialized (limiting training to selected courses). The prototype also aimed to lay a foundation for a longer-term goal-to establish a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to conduct an independent, objective assessment of the operation of the RC school system, including the TASS concept. This report provides a baseline description of the RC training system in terms of three key assessment areas: Training requirements and school delivery of courses: (1) Quality of training; (2) Resources and costs, Our purpose is to quantify conditions and problems in the RC school system during FY94. Because the system is so fragmented, it has been difficult in the past to gain a full, top-down view of its operations.

Book The Total Army School System Recommendations for Future Policy

Download or read book The Total Army School System Recommendations for Future Policy written by and published by . This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States Army operates an extensive system of schools and centers that provide military education and training to soldiers in the Active Component and the two Reserve Components, the U.S. Army National Guard and the U.S. Army Reserve. This system includes Reserve Component (RC) training institutions that provide reclassification training for enlisted personnel who change military occupational specialties and leader training for both commissioned and noncommissioned officers. As the result of an assessment conducted in the early 1990s, the Army and other agencies concluded that the Reserve Component training system was inefficient and difficult to manage and that the quality of training was inconsistent. Concurrently, defense downsizing and resource reductions were making it necessary to shrink the training infrastructure and reduce training costs.

Book Transformation and the Army School System

Download or read book Transformation and the Army School System written by and published by . This book was released on 2005 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: Army Transformation and wider operational demands are placing increased demands on Army training and The Army School System (TASS), which is responsible for the vast majority of institutional training in both the Active Component (AC) and Reserve Component (RC). This report identifies policies and options for increasing TASS's contribution to Army readiness while improving the integration of the AC and RC training systems. The study recommends, first, that TASS adopt private sector practices, organizational models, and technologies to improve its approach for developing interactive media instruction (IMI) training (a key form of future training). The study also recommends that TASS expand its training delivery options by developing a more effective local training system to conduct selected courses and support other unit training needs. Finally, TASS should seek to leverage available training resources to improve integration of AC-RC training institutions and provide additional training options. Suggestions are presented for three potential pilot studies-low-cost demonstration projects-that would help assess the costs and tradeoffs involved in the overall change strategy.
