While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice.

Book excerpt: Graduation rates at public schools in the United States are not where they are supposed to be. The average national graduation rate is 84.6%. Public schools have struggled to raise graduation rates to 100% and to make sure students are getting the best education possible. High school dropouts usually have a difficult time finding a full-time job and earn considerably less in their lifetime than graduates do. As adults, they tend to need assistance with housing, food, and other vital necessities. Dropouts also tend to commit more crimes and have a higher chance of being incarcerated during their adulthood. Low graduation rates are attributable to factors inherent to students' socioeconomic backgrounds, behaviors, and choices, as well as challenges faced by the public school districts. The factors predicting academic failure among high school students are dynamically intertwined and co-dependent. Many policies have passed and failed or not done enough to raise graduation rates to the ultimate goal of 100%. This proposed study intends to shed light on the factors that affect graduation rates in the Los Angeles Unified School District and finding ways to improve the strategies that are currently being used to monitor and raise graduation rates. This paper will propose a two-phase mixed methods approach via an emailed or mailed survey to administrators, parents, and students querying their knowledge and opinion on the factors that affect graduation rates at their schools. Suggested improvements to strategies to raise graduation rates that are currently in place will be the result of the study.

Specifically, few studies have presented information based solely upon the voices of practitioners themselves in solving the graduation crisis in America's public schools. This study will add to the existing literature by presenting data generated from within a large, rural school district in eastern North Carolina. This qualitative study utilized the Critical Incident Case Study Model as the tool to produce data from surveys and interviews with principals, graduation coaches, and Student Services personnel in the Johnston County Schools concerning information pertinent to improving cohort graduation rates within the school district to 90%. Qualitative research designs that utilize case studies afford the researcher an in-depth study of an individual group, institution, organization or program. Specifically, this study will examine responses from interviews and surveys concerning stakeholder views on strategies to improve graduation rates to 90% within the district in the effort of merging those proven strategies into a Graduation Improvement Plan for the district. The analysis of data will help in creating a Graduation Improvement Plan for the district with strategies aimed at aiding and assisting at risk students in elementary, middle, and high school.

Book excerpt: The 2001 No Child Left Behind Act required states to report graduation rates as a condition of high school accountability for receipt and use of federal Title I funds, and to set growth targets that would ensure all students graduate from high school. It also reaffirmed the long-standing national policy that graduation rates be used as the indicator of high school quality and effectiveness. However, the method used by the National Center for Education Statistics (NCES) to calculate graduation rates has generated multiple claims from some researchers that the graduation rates reported by NCES are inflated for all groups and exceptionally exaggerated for students of color. Understanding, interpreting and effectively using graduation rate data is politically and educationally challenging for all stakeholders, but most challenging for superintendents of local school districts. These education leaders must make wise and effective decisions about institutional and educational improvements to increase graduation rates as a part of mandated state and federal accountability and improvement goals. This study reviews the literature on methods used to calculate graduation rates and uses California open source data to examine the results of two frequently used and discussed methods. The goal of this study is to: 1) provide superintendents with additional information and knowledge about how graduation rates are calculated, or more importantly, miscalculated; 2) identify common problems with the data; 3) contribute to a discussion on how superintendents may best use the data; and 4) consider implications for decision making that may help them meet the challenges of improving or increasing graduation rates in their districts.

When I was a teen, it was common practice for young boys to drop out of school to become coal miners. Our schools taught coal mining as the best place for young men to work. I thought school was a waste of time because coal-miners needed little education. During elementary school, my father became ill with a fatal black lung and could no longer work in a coal mine. He opened a small grocery store, about the size of a two-car garage in the front, with two pool tables in the backroom. Selling groceries earned barely enough income. My younger brother and I suffered as low-income students. We were poor white trash! I am a native of West Virginia, a state known for supporting the coal-mining industry and ignoring educational funding. My school had limited space for youngsters from the fifth through the eighth grades. We attended half-day morning sessions and other pupils used the same classroom during the afternoon. My low-income student status taught me that prejudice is a clear and existing hazard to self-confidence and learning. Book excerpt: This study evaluates the effect that the size of a state's school districts has on public high school graduation rates. The authors calculate the graduation rate over the last decade and examine the relationship between these graduation rates and changes in each state's average school district size. The study finds that decreasing the size of school districts has a substantial and statistically significant positive effect on graduation rates. Conversely, consolidation of school districts into larger units leads to more students dropping out of high school. The results of the analysis indicate that decreasing the average size of a state's school districts by 200 square miles leads to an increase of about 1.7 percentage points in its graduation rate. This finding is particularly important for states with very large school districts. For example, if Florida decreased the size of its school districts to the national median, it would increase its graduation rate from 59% to 64%. Decreasing the size of school districts could improve educational outputs, including graduation rates, because it would increase the choice that parents have in the school system that educates their child. By making it easier to relocate from one school system's jurisdiction to the next, smaller school districts make it possible for a larger number of families to exercise choice among different school districts. The more families are able to move from district to district, the less students can be taken for granted by schools, which, for a variety of reasons, don't want to lose enrollment. This study provides empirical evidence that increasing the choice parents have in their child's school district contributes to higher public high school graduation rates.
