Book Law Enforcement in a New Century and a Changing World Improving the Administration of Federal Law Enforcement Report of the Commission on the Advancement of Federal Law Enforcement

Download or read book Law Enforcement in a New Century and a Changing World Improving the Administration of Federal Law Enforcement Report of the Commission on the Advancement of Federal Law Enforcement written by and published by Government Printing Office. This book was released on with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global crime, cybercrime and terrorism in new and evermore dangerous form will threaten the safety of Americans and the security of the United States in the next century. Globalized crime knows no borders; it can undermine business competition, corrode enemies, and destabilize political systems. Cybercrime can assault any country’s physical and information infrastructure. Terrorists can kill and destroy for maximum effect. In addition, increasingly sophisticated drug trafficking uses advanced information and telecommunications technologies to import and distribute illegal drugs without detection. For the first time in recent history, a Congressional Commission has set out to study the integration of widely disparate and often conflicting issues to strengthen the law enforcement fabric of the Federal Government while protecting democracy and the rights and liberties of individual citizens. The Commission saw its role as calling the Nation’s attention to the broadest concerns in national and international law enforcement. It also urges the Nation and its Federal law enforcement establishment to break down the barriers of institutional thinking and find new ways to approach the challenges of crime in the new century. Over its 2-year tenure, the Commission met more than 20 times and took verbal and sometimes written testimony from some 70 witnesses, including two members of President Clinton’s Cabinet and numerous presidential appointees. They identified that reforms are needed in six major areas: 1) To combat global crime, cybercrime, and terrorism; 2) Make it clear that the Attorney General has broad coordinating authority for Federal law enforcement, and minimize overlap and duplication 3) Provide the intelligence and information needed to combat terrorism; 4) Make global crime a national law enforcement priority; 5) Reverse the trend toward federalization; and 6)Focus on professionalism, integrity, and accountability.

Available in PDF, EPUB and Kindle. Book excerpt: With the War on Terror in full swing, the government's involvement in and influence over law enforcement has changed and, in some cases, expanded. While police forces remain under the jurisdiction of the cities and states they patrol, federal agencies have taken on a wider role in combating and prosecuting crime. Agencies such as the FBI, the DEA, the ATF, and now the Department of Homeland Security have wide and varied responsibilities and powers in combating both terrorism and other crimes. But this wasn't always the case. This timely book examines the history of American federal law enforcement as well as its current state in all of its forms. The complex system of agencies, agents, and laws that make up our federal law enforcement program have a long and varied history. Bumgarner looks at the issue of federal police powers and explores how the U.S. Supreme Court and lower courts have interpreted the constitutional limits on those powers. He introduces the reader to the many agencies that make up the federal law enforcement community and the jurisdiction and responsibilities of each, as well as the role federal public policy plays in the criminal justice system. Finally, he reviews emerging trends in federal law enforcement, including the expanding domestic effort against terrorism. Readers of this insightful book will unfailingly come away with a better understanding of the history and inner workings of federal law enforcement.

Book Federal Intervention in American Police Departments

Download or read book Federal Intervention in American Police Departments written by Stephen Rushin and published by Cambridge University Press. This book was released on 2017-04-07 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: For much of American history, the federal government has played a limited role in local police regulation. That all changed in 1994, when Congress passed a little known statute that permitted the US Attorney General to reform troubled police departments. Since then, many of the nation's largest police departments - including those in Los Angeles, Chicago, Seattle, Washington, DC, New Orleans, Pittsburgh, Cincinnati, Cleveland, and Albuquerque - have been subject to federal oversight. But until recently, we've known little about how this federal process works. Drawing on original interviews, court documents, statistical data, and media reports, this book provides the first comprehensive account of federal intervention in American police departments. It shows that, under the right circumstances, federal intervention is uniquely effective at combating misconduct in police departments. However, federal intervention is far from perfect. This book concludes by arguing that Congress should expand and improve federal oversight of policing.
