Book excerpt: High-quality early care and education for children from birth to kindergarten entry is critical to positive child development and has the potential to generate economic returns, which benefit not only children and their families but society at large. Despite the great promise of early care and education, it has been financed in such a way that high-quality early care and education have only been available to a fraction of the families needing and desiring it and does little to further develop the early-care-and-education (ECE) workforce. It is neither sustainable nor adequate to provide the quality of care and learning that children and families needâ€"a shortfall that further perpetuates and drives inequality. Transforming the Financing of Early Care and Education outlines a framework for a funding strategy that will provide reliable, accessible high-quality early care and education for young children from birth to kindergarten entry, including a highly qualified and adequately compensated workforce that is consistent with the vision outlined in the 2015 report, Transforming the Workforce for Children Birth Through Age 8: A Unifying Foundation. The recommendations of this report are based on essential features of child development and early learning, and on principles for high-quality professional practice at the levels of individual practitioners, practice environments, leadership, systems, policies, and resource allocation.

Book excerpt: Abstract: Areas in USDA's Child Care Food Program in which program management could be improved and areas affected by recent legislation are identified. Of 131 meals tested at 80 selected feeding sites, 81 meals at 52 sites did not meet USDA's minimum nutritional standards for weight or contain required meal components. Other unacceptable services and financial accountability deficiencies also were discovered. Recommendations were made to the Secretary of Agriculture to direct the administrator of the Food and Nutrition Service to establish an effective monitoring system for feeding site conditions and to secure compliance with USDA meal standards. USDA responses to the study recommendations are discussed. USDA accepted GAO's general recommendation that the program management be improved at all program levels. (wz).

Federal support for early learning and child care has evolved over time to meet emerging needs. In 2012, GAO reported that multiple federal agencies administer numerous early learning and child care programs. GAO was asked to re-examine federal programs that provide or support early learning and child care. This report examines 1) the federal investment in early learning and child care programs; 2) fragmentation, overlap, and duplication among early learning and child care programs and agencies' efforts to address these conditions; and 3) the extent to which agencies assess performance for programs with an explicit early learning or child care purpose. GAO analyzed responses to questionnaires from nine agencies and one regional commission; reviewed budget and tax expenditure documentation, evaluations, annual program performance results, and other agency documentation; and interviewed officials from HHS, Education, and Interior.

Of these, over 1.6 million children receive a child care subsidy from the Child Care and Development Fund (CCDF) program each month. In addition, CCDF helps leverage child care investments from the Temporary Assistance for Needy Families (TANF) program and other funding streams, resulting in financial support to make child care more affordable for a total of 2.5 million children each month. Each year, CCDF invests over $5 billion ($7 billion in 2009 from the American Recovery and Reinvestment Act), plus additional funds transferred from TANF to CCDF. States, Territories, and Tribes annually spend $1 billion to support child care quality improvement, resulting in better learning environments and more effective caregivers in child care centers and family child care homes across the country. At the U.S. Department of Health and Human Services (HHS), the Administration for Children and Families (ACF) is pursuing a comprehensive approach to helping more children in low-income families access high-quality care. ACF's Office of Child Care (OCC) administers the CCDF and works with State, Territory, and Tribal governments to provide strong support for children and their families as they juggle work schedules and struggle to find affordable, high-quality child care for their children. These components included: (1) philosophy, goals, and objectives; (2) administration; (3) identification of the child's and family's needs; (4) home environment; (5) parent education and involvement; (6) community resources and involvement; and (7) program evaluation. The instrument specified for each functional component indicators and items which reviewers could check depending on whether the requirements of the functional component had been met. Verification of the presence and effectiveness of an indicator or item was made through documentation, observation, interview, or a combination of these methods. The instrument used was also designed to be used in self-review, as a teaching tool, and as the basis of planning for program improvement. Programs were rated excellent, good, adequate, or inadequate; if rated inadequate, programs must submit an improvement plan within 30 days of the review. (RH)
