The design of the five-country regional study undertaken by IWMI on “Development of Effective Water Management Institutions” provided a new methodology and a framework for river basin studies. It consists of four key components of diagnostic investigations related to water resources management in a river basin, which are interrelated. These key components are the physical system, water accounting, socioeconomic situation and performance. This study design is given in the Study’s Inception Report of 15 June 1999, and the Methodological Guidelines of 1 October 1999. This document takes one step further, and provides a conceptual framework for analyzing the institutional framework for water resources management in a river basin. The major thrust of this framework for institutional analysis is that the four key areas of diagnostic studies in a river basin are shown to be closely linked to the institutional frame work for integrated water resources management in the context of a river basin.

Book excerpt: This report first describes the context of the agriculture sector in Libya and in the south of the country, the impact of the ongoing conflict in the country since 2011 and of the COVID-19 pandemic, and the specific configuration of the sectors in the south of the country. Secondly, it describes the main challenges in the value chains and added value of selected major crops cultivated in the south of Libya, providing an analysis and assessment of the cooperatives and associations in the region with significant involvement and participation of women. This publication presents a holistics analysis and assessment of the value chains in Libya, particularly in the South where various agricultural crops are produced, including cereals and grains, fruits, and vegetables. The majority of the area cultivated for these agricultural commodities was given over to vegetables in Wahat (57 percent of this area), Murzuq (57 percent), Ubari (42 percent) and Wadi Etba (57 percent). The majority was used for fruits in Albwanis (88 percent), Kufra (70 percent), Sabha (74 percent) and Sharqiya (64 percent). Finally, the majority was used for cereals and grains in Ghat (59 percent), Qatrun (79 percent), Traghan (61 percent) and Wadi Shati (52 percent). In addition to the significant area cultivated and significant quantities produced of these selected crops in the region, this publication, based on the data gathered on agricultural production, alongside certain other factors and reasons, 16 crops have been selected for the evaluation and characterization of their value chains and added value.

As Sri Lanka approaches self-sufficiency in rice production, a target already achieved by some other countries in the region, there is little logic in growing rice using land and water resources which could support higher- value non-rice crops, using less water. Thus, one of the incentives in improving irrigation management is to find ways of stretching water further during the dry season in water-deficit systems, when rice is relatively more expensive to grow than during the wet season, and when other crops which can be grown only during the dry season (when there is less danger of water-logging) offer the farmer and the country a comparative advantage.

Book excerpt: All the irrigation projects designed within the past fifty years by the Lebanese Government have been based on maintaining the actual size and shape of land ownership and on providing water on a rotation or a free demand basis. New criteria are proposed to improve the performance of these irrigation systems. These are land consolidation and supply of water on modified demand basis. To evaluate the effectiveness of these criteria and their comparative advantage over the old previously adopted ones, an irrigation project that is presently being operated on the basis of the old criteria was chosen. This system is the Kasmiyeh-Ras Al Ain irrigation project (KRA). This presently consists of a diversion on the Litani River and a main canal but has no secondary distribution system. The present study consists of simulating the implementation of a land consolidation program and comparing between projects designed on the basis of modified demand and those following the traditional approach. Three alterative concepts for conveyance and distribution were studied. These consisted of: i. Maintaining the existing main canal and distributing water in open channel secondaries and tertiaries; ii. Maintaining the existing canal and using a pressurized pipe distribution system; iii. Replacing the main canal by a pressurized conduit within a completely pressurized distribution system. These alternatives were compared on the basis of initial investment and annual costs, and on the basis of technical and environmental characteristics. The most appropriate one was then compared to the existing system with the addition of a distribution network. The completely pressurized system with the consolidated land ownership was shown to be more suitable if a new system were to be designed for the project area. However for actual rehabilitation of the project, and because the main canal already exists, water conveyance in this channel will be maintained and only a pressurized water distribution system will be added. Pressure will be provided by local pumping stations along the main canal. The environmental impact of the project on the region is relatively mild; it leads to modifications in the ecosystem that are already present because the area was previously irrigated.
