Book excerpt: The need for the improved logistical support of Major United States Army Reserve Commands (MUSARC), consistent with the changing doctrine in the employment of Combat Service Support, and improved readiness in the event of mobilization is the basic problem. Recommendations developed in this paper are the result of a review of previous and ongoing studies of the Army Reserve, with emphasis on the role of Army Reserves Combat Service Support units in the event of mobilization, and the impact that proposed changes in organization and employment on Combat Service Support forces will have on the Command and Control Structure of the Army Reserve. Key ARCOM personnel, members of the United States Army Logistics Center, and representatives of the Directorate of Reserve Components at Support Installations were interviewed, and in addition, comparisons were made with the function of the United States Property and Fiscal Officers (USP and FO) of the Army National Guard.

Book excerpt: The deployment timelines proposed by the new Army vision require economies to be realized from improvement of the deployment process. To optimize the process, deployment planners must reduce slack time. This is especially true for those early parts of the process heavily dependent upon the Army Reserve. One substantial contributor to slack time has been the reliance on postmobilization training for Army Reserve units. While there may be training time available to those units required later in the warflight, that is not true for those units directly responsible for the deployment process. Many of those units are Army Reserve transportation units operating both from the customer unit origin and at the joint force commander's required destination. The Army Reserve, for the most part, has been tied to geographically determined command and control relationships rather than the functional alignment that most active component units use. Functional command and control for transportation units would allow more intelligent management, result in better operational training, and provide the technical competence necessary for USAR transportation units to meet mission requirements and reduce the need for postmobilization training.

Book excerpt: As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

As the Active Army transforms into the Force of the 21st Century, the United States Army Reserve (USAR) must transform to support that Force. As a major element of the USAR, the Army Reserve Commands (ARCOM) of today must likewise change. Projecting today's ARCOMs into the 21st Century Force that supports the U.S. National Security Objectives in the rapidly-changing contingency environment requires a rethinking, refocusing, restructuring of the U.S. Army Reserve Force for the future. The USAR must enhance its position as an element of the Federal Force by working towards total integration with the Active Army. It must play an active role in contingency planning to fully support the Unified Commanders with combat support and combat service support units (CS/CSS) fully ready for rapid deployment to meet any crisis. In doing so the USAR must focus its efforts on clearly identified goals, functions and structure that add value, elimination of waste, continuous improvement, flexibility, adaptability and responsiveness. With these as a guide, an ARCOM for the 21st Century Force can be developed.

Book excerpt: Given the dynamics of the Army transformation, the time is right to improve upon the existing Active Component/Reserve Component (AC/RC) training support organization and correct deficiencies in the command and control and organizational structure. A streamlined, efficient organization is needed to improve AC/RC integration efforts and maintain quality training assistance for the RC. A single component structure is not the answer. Rather, a further integrated approach is needed to break the barrier created by the perception of AC oversight and place the United States Army Reserve (USAR) and Army National Guard (ARNG) on equal status with the active component and in a position to assume greater responsibility for their own readiness. The AC/RC training support organization has evolved over the past 15 years. The latest program, Training Support XXI (TS XXI), was implemented in 1999. Both the CONUSAs and the U.S. Army Reserve Command (USARC) control training resources, causing commands subordinate to the CON USA and USARC to work for two headquarters. Redundancy and lack of unity in command complicate the flow of personnel and money to training support units. A new structure should provide a single channel for the flow of resources. Additionally, one headquarters needs to command and control the training support assets, regardless of that headquarters' component.

Finally, to improve recruiting and retention the Army Reserve has increased its incentives, such as referral bonuses, tuition assistance, retirement benefits and better health care.

Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
