Book excerpt: Despite years of liberalization, African manufacturing is conspicuously unable to compete in the global market. Its exports are minuscule, its response to competition is weak, technical efficiency is low and there are few signs of technological dynamism. Part of the problem, the authors argue, lies in the institutions designed to help firms import, use and improve technology. This unique study draws on extensive fieldwork assessing technology systems in Ghana, Kenya, Tanzania, Uganda and Zimbabwe in the context of their export competitiveness. Its emphasis is on the role of technology systems in building industrial competitiveness and in this it finds deficiencies in the systems in all these countries, though there are also significant differences between them. Comparisons are made with more successful economies, particularly those of East Asia, and policy implications are drawn for the strengthening of technology support systems. Central to the book is its combination of academic analysis with a strong policy focus - policy implications are drawn for each case-study country. Book excerpt: An extensive literature has demonstrated that technologies in sub-Saharan Africa are largely inappropriate: that is, that they are typically capital- and import-intensive rather than labour- and local input-intensive. These technologies have created a pattern of development that is highly unequal, with widespread unemployment and under-employment. In this literature, however, relatively little attention has been paid to the institutions that govern the generation, adoption and use of technology. This book draws on historical analysis and case studies to evaluate how institutions in different countries, including those in Africa itself, generate technologies that vary in their characteristics and suitability for the region. Through these case studies, insight is gained into the characteristics of 'appropriate' institutions that might underlie a more balanced pattern of technology and development than currently exists. The findings of the book clearly confirm a major tenet of institutionalist theory: namely, that institutions developed in one set of circumstances are unlikely to be appropriate to conditions in a markedly different set. This book will be of interest to economists, social historians and anyone with an interest in modern African development.

Yet, academics and policy makers have questioned the role of manufacturing in development for late industrializers, especially in view of rapid advancements in technologies and restructuring of international trade.Concurrently, industrialization and structural transformation are integral to the African Union’s Agenda 2063 and the development strategies of several countries in Sub-Saharan Africa (SSA). Given this renewed interest in industrialization across the region, a central question is not whether SSA countries should pursue industrialization as a potential path to sustainable growth but how to promote the prospects of industrialization. Industrialization in Sub-Saharan Africa: Seizing Opportunities in Global Value Chains addresses this question by reassessing the prospects for industrialization in SSA countries through integration into global value chains. It also examines the role of policy in enhancing these prospects. The main findings indicate that • SSA has not experienced premature deindustrialization; the region has witnessed substantial growth in manufacturing jobs despite a lack of improvement in the contribution of manufacturing value-added to GDP. • The region’s integration into manufacturing global value chains is reasonably high but it is dominated by exports of primary products and engagement in low-skill tasks. • Global value chain integration has led to job growth, and backward integration is associated with more job creation. The report emphasizes the role of policy in maintaining a competitive market environment, promoting productivity growth, and investing in skills development and enabling sectors such as infrastructure and finance. Policy makers can strengthen the global value chain linkages by (1) increasing the value-added content of current exports, (2) upgrading into high-skill tasks, and (3) creating comparative advantages in knowledge-intensive industries.

Building on this evidence, this paper examines the effects of inter- and intraindustry trade on technology transfer. The paper develops and tests the hypothesis that intraindustry trade stimulates more technology transfer than interindustry trade because countries are likely to absorb foreign technologies more easily when their imports are from the same sectors as their production and export sectors. The results of empirical tests for 87 countries during 1970–93 support this hypothesis.

The Economic Development in Africa Report 2019 argues for the adoption of flexible RoO and a strengthening of institutional capacities to ensure an impartial, transparent, predictable, consistent and neutral implementation of agreed RoO.

Book excerpt: The recent rise in caloric undernutrition in Sub-Saharan Africa (SSA) demonstrates the continued relevance of the Malthusian footrace between food availability and population. Sluggish growth in farm productivity in SSA has brought to the fore the key role of agricultural technology in alleviating future food insecurity. We develop a model of technology, food security and international trade with three distinct channels for technology reduce food insecurity in SSA. The first is via greater domestic R&D investment. An alternative is to import technologies from other countries with significant knowledge capital. The third role for technology to resolve the Malthusian dilemma in SSA is that of 'virtual technology trade', i.e., importing technological investments undertaken elsewhere through cheaper imported food. To assess the relative contribution of each channel to food security in Africa, we employ a partial equilibrium, quantitative trade model, augmented by a temporal relationship between R&D investments, knowledge capital and agricultural productivity. Over the historical period: 1991-2011 we find that direct R&D investments in SSA have been the dominant vehicle for lowering food prices in Africa. Looking forward to 2050, we find that virtual technology trade will be the most important vehicle for reducing non-farm undernutrition in Africa.
