Book excerpt: The legislation summarized in this compilation was enacted in the two-year period comprising the calendar years 1922 and 1923, and represents the educational enactments of regular legislative sessions of all the States and of several special or extraordinary sessions. Material is organized in 21 major classification categories, plus additional sub-categories. This is the fourth supplement to the Bureau of Education, Bulletin, 1915, No. 47, Digest of State Laws Relating to Public Education. By reference to the body of the material presented, it will be seen that the plan of classification heretofore used has been retained, although some whole sections are omitted, except for the subject heading. The plan of classification for this bulletin is as follows: (1) General administrative control and supervision of education; (2) State finance and support; (3) Local (county, district, municipal) finance and support; (4) Buildings and sites; (5) Teachers in elementary and secondary schools, certification; (6) Teachers: Employment; contract; appointment; dismissal; (7) Teachers: Professional training and education; (8) School population and attendance; (9) School discipline; (10) Health regulation; (11) Textbooks and supplies; (12) Subject matter of instruction; (13) Special types of school; (14) Secondary education: High schools and academies; (15) Technical, industrial, and vocational schools: Elementary and secondary; (16) Higher educational institutions; (17) Professional and higher technical education; (18) Private and endowed institutions: State control; (19) Libraries and museums; (20) Education of special classes; and (21) Welfare of dependents and delinquents. Book excerpt: The legislation summarized in this compilation was enacted in the two year period comprising the calendar years 1920 and 1921 and represents the educational enactments of regular legislative sessions of all the states, except Alabama whose legislature meets quadrennially and of several special or extraordinary sessions including one in Alabama. Massachusetts, Rhode Island, New York, New Jersey, South Carolina, and Georgia hold annual meetings of their legislative assemblies and their enactments therefore appear for both 1920 and 1921. The material presented here constitutes a third supplement to Bulletin, 1915 No. 47 "Digest of State Laws Relating to Public Education" earlier supplements having been published in 1918, and 1928. Laws of distinctly local application and ordinary appropriations such as are made from year to year are omitted except in a few cases where they seem of special interest. The purpose of these "digests" of school laws is twofold: (1) First to present for the use of persons wishing it an index of all general state educational legislation; and (2) to summarize the enactments of the period covered in such manner as to show their main provisions and purposes. A third possible value of the work is the "Trend" of school legislation which may be seen in it. The tendency to enact laws in the light of the best practice elsewhere and of the experience of other states with like legal provisions is more evident as each year passes. The style of this bulletin follows that of the digest of 1915 and the supplements of 1918, and 1920. A plan of classification embracing about 110 items is arranged and kindred enactments are grouped under the appropriate heading. It will be observed that the plan begins with general state administrative provisions and proceeds through the entire public school system. An index is provided. Book excerpt: Within the biennial period here under review, 47 States held regular meetings of their legislative assemblies, and a few extraordinary sessions were called by governors. The lawmakers of six States--Massachusetts, Rhode Island, New York, New Jersey, South Carolina, and Georgia--meet annually, and those of all others except Alabama meet biennially. Of the latter group, Maryland, Virginia, Kentucky, Mississippi, and Louisiana hold sessions in even years and all the rest odd in years. Alabama holds quadrennial sessions and will hold its next in 1923. Due to the large number of educational acts of general application passed within the respective States in 1921 and 1922, the review here undertakes a brief subject study and, by means of a sort of adaptation of the "case system," to use certain outstanding acts as examples of noteworthy legal provisions on the subjects treated.
