Book excerpt: Oil, natural gas, and mineral deposits (“Extractive Resources”) offer the potential to generate significant financial benefits and help countries fuel their economic growth and development, employment, business opportunities, and incomes, ultimately leading to a better life for the citizens of those countries through sustained poverty reduction and inclusive growth. Leveraging these Extractive Resources to attain such beneficial outcomes requires accountability and transparency in governance. The Extractive Industries Transparency Initiative (EITI) was launched in 2002 in an effort to improve public accountability of governments. It provides a pathway to better managed Extractive Resources that benefit the people of a country. EITI is a global standard designed to improve transparency in the sector by publication of reconciled payments by companies and revenues received by governments from oil, gas, and mining exploration and production operations. It helps to promote and support improved governance, especially in resource-rich countries. This handbook builds upon an earlier publication, “Implementing EITI: Applying Early Lessons from the Field” (Darby 2008), issued by the World Bank Oil, Gas and Mining unit (SEGOM) and the EITI Multi-donor Trust Fund. Using the Extractive Industries Value Chain as an analytical tool, this handbook holistically analyzes the importance of EITI to domestic economies, governance structures, and local populations, and suggests measures to leverage its potential to ensure inclusive growth and sustainable development. The basic purpose of this handbook is to provide: • Guidance to stakeholders (including policymakers, industry, and civil society) in countries currently implementing, or seeking to implement, EITI; • Guidance on the measures required to launch and implement EITI successfully; and • Guidance to EITI implementing countries in “mainstreaming” EITI into the good-governance agenda by recommending global good-fit practices that build on the EITI standards and practices. Book excerpt: The past decade has seen a push towards rigorous policy evaluation and new, exciting methodologies have evolved to get a better sense of how effective policy interventions are in achieving their desired outcomes. Unfortunately, few of these efforts were aimed at governance reform initiatives, especially not at transparency reforms which have received almost univocal support from policy makers and practitioners as a means to cure a whole range of problems that hamper the growth performance of resource-rich countries, namely corruption. This thesis tries to fill this gap by triangulating a series of different methodologies to conduct both a cross and within-country evaluation of the effectiveness of the Extractive Industries Transparency Initiative (EITI) in reducing corruption in two EITI countries, Peru and Mali. I use firm level data from the World Bank Enterprise Surveys (WBES) and country level economic and social indicators from the World Development Indicators (WDI) and apply two preprocessing methods developed by Abadie and Hainmueller - entropy balancing and synthetic control groups - as well as within-country difference-in-difference estimations to measure the impact of EITI on reported corruption. The results show a robust reduction of corruption in Peru, where corruption has been reduced by as much as 14 percentage points since the introduction of EITI, while no such effect can be found in Mali. This paradox can be explained by two standard critiques of the EITI: that it is only effective when a functioning civil society is in place prior to EITI implementation; and that the voluntary nature of the initiative may induce large differences in outcomes between countries.

However, in countries dependent upon natural resource sectors, poor management of these sectors often contributes to corruption, illicit financial flows (IFFs) and thus, poverty. Adequate transparency and accountability in regulatory management of these sectors is a challenge for resource rich countries. Poor licensing decisions in natural resource management can open a pandora’s box of corruption risks. This manual provides methods and options based on good practices to improve transparency, accountability, and integrity in the regulatory licensing process and integrity due diligence. The manual borrows models from the Basel Core Principle ‘fit and proper’ concept, and provides options for conducting effective (a) beneficial ownership; (b) criminal/legal; and (c) conflicts of interest checks, with a goal of integrating these into the regulatory licensing process. The manual also identifies common legal framework defects that can facilitate corruption risks, and offers options based on principles of regulatory integrity to reduce these risks. The good practices identified can help countries allocate limited financial resources in conducting thorough background checks in a cost-effective manner, as well as meet EITI’s requirements for public disclosure of beneficial owners and politically exposed persons. These strategies for reducing opportunities for corruption in extractive sectors can help reduce IFFs that can sap resources from the economy and inhibit a country’s ability to achieve the Sustainable Development Goals.
