Its central feature would be international intervention, not merely to deter or repel aggression across frontiers, but to protect the victims of civil conflicts within states. These hopes remain largely unfulfilled. This book contributes to our understanding of this failure by examining the three major post-Cold War operations in which the UN has been involved. Each presented the international community with a different challenge: in Cambodia it was to implement a previously negotiated political agreement; in former Yugoslavia to devise a credible division of labour and authority between the UN and the European Union; and in Somalia to mount a humanitarian mission in a country without a government. Each chapter is accompanied by a chronology of events and a selection of relevant UN documents.

Book excerpt: Few concepts have captured the imagination of the conflict and development community in recent years as powerfully as the idea of a 'political settlement'. At its most ambitious, 'political settlements analysis' (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet not all is well in the world of PSA. Rival definitions of the term abound, there are disagreements about its scope and the way it should be used, a growing schism between conflict specialists and economists, basic concepts are ambiguous and little progress has been made on measurement. Political Settlements and Development consequently has three main aims: to argue for a revised definition of a political settlement, capable of unifying its diverse strands, and opening new opportunities for the analysis of conflict and development; to put the concept on a more solid theoretical and scientific footing, providing a method for measuring and categorising political settlements, while using new data to analyse the relationship between political settlements and development; and finally, to examine the implications for policymakers. Many reforms have already been initiated at the United Nations Secretariat in the wake of UNTAC. The Department of Peace-Keeping Operations (DKPO) has been strengthened and the Field Operations Division (FOD) integrated into it; the number of staff dealing with political analysis and training has increased; and the involvement of Member States, through secondment and the provisions of national expertise, has become institutionalized.
