Available in PDF, EPUB and Kindle. Book excerpt: Under the Goldwater-Nichols Act of 1986, several changes were instituted by Congress in an effort to reform the U.S. military. Title IV, Joint Officer Management, of the Act was aimed at reforming the officer development of the services in an effort to eliminate the parochial service dispositions that had previously plagued U.S. military efforts. Title IV instituted policies to provide officers with joint education and joint experience in an effort to develop officers with a multi-service or joint perspective. In an effort to provide senior officers with joint experience, all officers promoted to the rank of brigadier general or rear admiral (07) must have completed a joint duty assignment prior to promotion. This dissertation looks specifically at the joint duty promotion requirement instituted under Title IV in an effort to analyze the U.S. military's ability to implement a congressional mandate. The implementation of the joint duty assignment as a promotion requirement has been a source of concern for both the services and congressional policymakers.

Book excerpt: Thirty years after its enactment, Congress has undertaken a review of the Goldwater-Nichols Department of Defense Reorganization Act (GNA) as well as the broader organisation and structure of the contemporary Department of Defense (DOD) more broadly. Most observers agree that in principle a comprehensive review of the Goldwater-Nichols legislation is warranted at this juncture. Further, a broad consensus appears to exist among observers that DOD must become considerably more agile while retaining its strength in order to enable the United States to meet a variety of critical emerging national security challenges. Agreement seemingly ends there. There appears to be little consensus on what should be changed within DOD and what specific direction reform ought to take. Discussions have begun to coalesce around a number of proposals, including reforming defense acquisition processes, further strengthening the Joint Staff, reducing Pentagon staffs, and better empowering the services in the joint arena. Ideas vary, however, on how, specifically, to achieve those outcomes. Disagreement also exists as to whether or not reorganising DOD alone will be sufficient. Some observers maintain that a reform of the broader interagency system on national security matters is needed. This book is intended to assist Congress as it evaluates the variety of reform proposals currently under discussion around Washington.

Numerous military professionals, politicians and authors congratulate the Department of Defense on the successes of the GNA. Without question, the GNA has met the intent of defining the role and the powers of the Chairman, Joint Chiefs of Staff, and the commanders of the combatant commands (the CINCs). The GNA has strengthened the role of civilian authority in the Department of the Defense and improved military advice to the Commander-in-Chief, the National Security Council and the Secretary of Defense. Will the GNA continue to be effective as we move into the 21st century, in the execution of Joint Vision 2010, the creation of future joint visions and a world much different than it was when GNA was enacted? Are there changes to the GNA that would assist our senior civilian and military leadership in shaping and employing future military forces and other instruments of national power? Are there changes required outside GNA? This paper explores some noted successes of GNA, suggests potential reform within the current boundaries of GNA, examines issues to readdress in GNA and suggests additional legislation outside the bounds of GNA. Changes in 1958 and the recent Defense Reorganization Act of 1986 have strengthened the unity of the armed forces, and their ability to conduct joint operations. Inherent in the ability to conduct joint operations is the requirement for the services to provide the unified commanders the forces, equipment, and doctrine needed to conduct effective warfare. Because of service parochialism and budget battles, needed resources are not always available to support the unified commander's operational plans. One of the major provisions of the Goldwater-Nichols Act was to increase the CINCs input into the budgeting and force generation process. The purpose of this monograph is to examine the implementation of the Defense Reorganization Act, and see if it has improved the ability of the CINCs to conduct operational warfare. In this monograph, I will first review the reasons for the adoption of the Defense Reorganization Act of 1986. Then I will highlight those aspects of the Act which deal with the combatant commands and their support. Next, I will investigate the organizations and procedures which implement the provisions of the Act, keying on the actions of the combatant commands and the Joint Staff. Finally, I will assess the effectiveness of the Act to determine whether it has been responsive to the needs of the combatant commanders, thus enhancing their ability to conduct operational warfare. After extensive assessment, I have determined that the provisions of the Goldwater-Nichols DOD Reorganization Act of 1986, has significantly improved the ability of the CINCs to conduct warfare. It looks at the events and trends that lead to passage of the Goldwater-Nichols Department of Defense Reorganization Act of 1986 and the provisions concerning joint officer management contained therein. Also included is a review of the implementing guidance issued by the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the Chief of Naval Operations. The final chapter summarizes progress to date in implementing the law and the competition for billets resulting. The conclusion must be that women need fear no negative impact from the law. Rather the concern should be whether the conservatism of the Navy's leadership which has needed specific guidance from Congress in the past to more fully integrate women into the personnel structure will result in inequitable implementation of the law. It is important that both external and internal pressure continue to be applied to ensure that the essential woman-power is retained and utilized.

Book excerpt: By enhancing the authority of the Chairman of the Joint Chiefs of Staff and the unified combatant commands, the 1986 Goldwater-Nichols Department of Defense Reorganization Act created a major impetus for the military to operate more efficiently and effectively. There have been broad discussions about similar legislation for the Federal Government over the last year. In September 2004, General Peter Pace, USMC, Vice Chairman of the Joint Chiefs of Staff, asked whether we needed a Goldwater-Nichols like change for the interagency process. He proposed a "lead agency concept" in which the President would designate a department or agency that "would have the authority to tell folks in the Government in various agencies to get this job done." Unfortunately, a Government-wide Goldwater-Nichols Act that relies on the lead agency concept would most likely fail in the absence of "joint" organizations throughout the Federal Government similar to the military's Joint Chiefs of Staff (JCS) and the combatant commands that predated the 1986 act. In the absence of organizations that operate jointly and high-ranking government officials dedicated to jointness, the lead agency concept would fall prey to the parochial power of the various departments and agencies, which in the end can choose to cooperate or not. This article argues that a fundamental mismatch exists between the international threat environment and the current national security structure and that the lack of national-level joint interagency organizations undermines the ability of the United States to develop appropriate policies and implement comprehensive strategies. At a time when threats and problems are merging to develop deep, long-lasting challenges to national security, America clings to a ponderous and stovepiped decision making process that makes policy difficult to develop and even more difficult to implement.

Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

Book excerpt: In 1986, Congress enacted the Department of Defense Reorganization Act directing how Services manage joint officers, in an effort to improve the quality of joint officers and operations. This research paper analyzes AF legislative compliance in: promotions, assignments, education and joint specialty officer (JSO) designations for field grade officers. The research analyzes the initial law and subsequent amendments to establish a compliance baseline and examines AF, Joint Staff and Secretary of Defense records to assess conformity. After the compliance review, the research examines programs, policies and laws affecting compliance, followed by a study of the integration of Title IV concepts in the OPD Program. There were two non-compliance areas-promotions and JSO guidelines. First despite a multitude of initiatives involving promotion board processes and assignments, AF failed 41 of 46 promotion categories, although significant improvement was noted. Second, there were no established JSO career guidelines and there were negative perceptions regarding joint duty in OPD. To improve compliance, this paper recommends better integration of joint concepts in OPD; the establishment of JSO guidelines; and an aggressive media effort to enhance perceptions of joint. Further, it advocates the inclusion of OPD counseling during mandatory performance feedback and the implementation of existing legislation affecting JPMIS outplacement. Last, it recommends revitalizing.

Book excerpt: The Goldwater-Nicholas Reorganization Act of 1986 was the most sweeping legislation related to DOD reform since the enabling legislation following World War II. Its de jure purpose, inter alia, was to enhance the legal authority of the Chairman of the Joint Chiefs and the unified commanders. Its practical purpose was to improve U.S. warfighting capability. As one might expect, implementation has been controversial in terms of shifting power from the Services to the Joint Staff and the CINCs, particularly as interpreted by the Joint Staff. It is worth noting the Joint Staff remained an organization which assists the Chairman of the Joint Chiefs vice transitioning to a general staff. Many point to the warfighting success of Desert Shield/Desert Storm as conclusive proof that Goldwater-Nicholas achieved its purpose. However, DOD is now entering a period of unsettled reshuffling of budget priorities as Congress and the President struggle with balancing the U.S. budget. This will undoubtedly mean far fewer resources, both dollars and people, for DOD as a whole. Goldwater-Nicholas was enacted under implicit assumptions about strategic threats and organizational needs of the U.S. military (e.g., the Soviet Union was still a viable political entity in 1986). This paper explores whether Goldwater-Nicholas went far enough in its reform efforts, particularly considering the increasing importance of military operations other than war and the inevitable pressures to further reduce the military budget. It focuses on relationships and divisions of labor between the Joint, Service, and CINC staffs.

Book excerpt: The Goldwater-Nichols Reorganization Act (GNA) of 1986 was the most sweeping legislation related to the Department of Defense (DoD) organizational reform after World War II. With an overarching objective of enhancing "jointness", unifying the direction of the armed forces under joint doctrine and policies for the employment of multi-service military forces, throughout the DoD, the practical purpose was to improve warfighting capabilities. This legislation was based upon implicit assumptions about threats and organizational needs which many feel have since changed. This report focuses on the joint officer personnel management aspects of the GNA legislation and on how officer personnel management has evolved as a result of the mandates of the Act. As currently administered, DoD predicts that it is nearing a time of reporting non-compliance with certain provisions of the law. In addition, DoD finds that the law prevents the recording of some significant joint experiences for certain officers, and that the law prevents the utilization of technological advances in distributive and distance learning in association with joint professional military education. The report offers options for congressional consideration which would continue the status quo, would allow for changes in the law to maintain the progress in joint officer management which was originally envisioned, or would allow for additional study. This report will not be updated.
