Book Tightening the Reins

Download or read book Tightening the Reins written by Erwin Häckel and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nuclear technology in all countries of the world is subject to controls from the International Atomic Energy Agency (IAEA) to prevent its misuse for military purposes. Recently these controls (or "safeguards") have come under criticism for lack of effectiveness, and the IAEA has now elaborated a strengthened safeguards system reaching deep into the domains of national sovereignty. Problems and prospects of the new system are discussed in this book by a team of German and international scholars, practitioners and officials.

Book Enhancing National Safeguards Infrastructure to Support the Introduction of Nuclear Power

Download or read book Enhancing National Safeguards Infrastructure to Support the Introduction of Nuclear Power written by IAEA and published by International Atomic Energy Agency. This book was released on 2023-11-17 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: The decision to establish a nuclear power program is a significant undertaking by any country. Such a decision should be based on a commitment by the government to use nuclear power safely, securely and peacefully. This commitment requires establishing a sustainable national infrastructure including robust safeguards infrastructure supporting the functions of the State system of accounting for and control of nuclear material (SSAC). The IAEA has developed the Milestones Approach to help Member States embarking on nuclear power to plan and develop the necessary infrastructure in a phased way. Safeguards is one of the 19 infrastructure issues described in the Milestones Approach. The primary objective of this publication is to provide guidance and references for safeguards related activities that need to be carried out during each of the three phases of nuclear power infrastructure development in line with the nuclear power program implementation. This publication includes several case studies from different countries on how they developed their national safeguards infrastructure to meet the requirements of their nuclear power programs.

Book Transforming Nuclear Safeguards Culture

Download or read book Transforming Nuclear Safeguards Culture written by Trevor Findlay and published by MIT Press. This book was released on 2022-06-21 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role of organizational culture in international efforts to stop the spread of nuclear weapons. In Transforming Nuclear Safeguards Culture, Trevor Findlay investigates the role that organizational culture may play in preventing the spread of nuclear weapons, examining particularly how it affects the nuclear safeguards system of the International Atomic Energy Agency (IAEA), the paramount global organization in the non-proliferation field. Findlay seeks to identify how organizational culture may have contributed to the IAEA’s failure to detect Iraq’s attempts to acquire illicit nuclear capabilities in the decade prior to the 1990 Gulf War and how the agency has sought to change safeguards culture since then. In doing so, he addresses an important piece of the nuclear nonproliferation puzzle: how to ensure that a robust international safeguards system, in perpetuity, might keep non-nuclear states from acquiring such weapons. Findlay, as one of the leading scholars on the IAEA, brings a valuable holistic perspective to his analysis of the agency’s culture. Transforming Nuclear Safeguards Culture will inspire debate about the role of organizational culture in a key international organization—a culture that its member states, leadership, and staff have often sought to ignore or downplay.

Book Amendment to the Convention on the Physical Protection of Nuclear Material

Download or read book Amendment to the Convention on the Physical Protection of Nuclear Material written by International Atomic Energy Agency and published by IAEA. This book was released on 2006 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

Book Handbook of Nuclear Proliferation

Download or read book Handbook of Nuclear Proliferation written by Harsh V Pant and published by Routledge. This book was released on 2012-02-27 with total page 501 pages. Available in PDF, EPUB and Kindle. Book excerpt: The chapters of this proposed volume are intended to shed light on the diverse themes surrounding this very important issue area in international security. Each of the six major sections addresses an aspect of nuclear proliferation that will be critical in determining the future trajectory of global politics in the years to come. The first section examines the major thematic issues underlying the contemporary discourse on nuclear proliferation. How do we understand this period in proliferation? What accounts for a taboo on the use of nuclear weapons so far and will it survive? What is the present state of nuclear deterrence models built during the Cold War? What is the relationship between the pursuit of civilian nuclear energy and the risks of proliferation? Why are we witnessing a move away from non-proliferation to counter-proliferation? The second section gives an overview of the evolving nuclear policies of the five established nuclear powers: the USA, Russia, the United Kingdom, France and the People's Republic of China. Section three looks at the three de facto nuclear states: India, Pakistan and Israel. The fourth section examines the three problem areas in the proliferation matrix today – Iran, North Korea and the potent mix of non-state actors and nuclear weapons. The fifth section sheds light on an important issue often ignored during discussions of nuclear proliferation – cases where states have made a deliberate policy choice of either renouncing their nuclear weapons programme, or have decided to remain a threshold state. The cases of South Africa, Egypt and Japan will be the focus of this section. The final section will examine the present state of the global nuclear non-proliferation regime, which most observers agree is currently facing a crisis of credibility. The three pillars of this regime – the Nuclear Non-Proliferation Treaty (NPT), the Comprehensive Test Ban Treaty (CTBT), and the Fissile Material Cut-Off Treaty (FMCT) – will be examined. This is followed by an analysis of the present trends and prospects for US-Russia nuclear arms control. The impact of missile defenses and the US-India civilian nuclear energy co-operation pact will be examined so as to ascertain whether they have weakened or strengthened the global non-proliferation regime. The chapters in this volume aim to document the increasing complexity of the global nuclear proliferation dynamic and the inability of the international community to come to terms with a rapidly changing strategic milieu. The future, in all likelihood, will be very different from the past, and the chapters in this volume will try to develop a framework that may help gain a better understanding of the forces that will shape the nuclear proliferation debate in the years to come.
