Book excerpt: Since the Department of Energys (DOE) loan guarantee program (LGP) for innovative energy projects was established in Title XVII of the Energy Policy Act of 2005, its scope has expanded both in the types of projects it can support and in the amount of loan guarantee authority available. DOE currently has loan guarantee authority estimated at about $77 billion and is seeking additional authority. As of April 2010, it had issued one loan guarantee for $535 million and made nine conditional commitments. In response to Congress mandate to review DOEs execution of the LGP, GAO assessed (1) the extent to which DOE has identified what it intends to achieve through the LGP and is positioned to evaluate progress and (2) how DOE has implemented the program for applicants. GAO analyzed relevant legislation, prior GAO work, and DOE guidance and regulations. GAO also interviewed DOE officials, LGP applicants, and trade association representatives.

Book excerpt: Established by the Energy Policy Act of 2005, the Department of Energy's loan guarantee program was designed to give federal support to risky, innovative, clean energy technology. Under a federal loan guarantee, instead of the private sector taking on risk to fund the scaleup of new technology, the government steps in, risking federal dollars on the hopes for success of these energy projects. Through the section 1703 and 1705 programs, the Department guaranteed loans to 30 energy companies, putting about $28 billion of taxpayer money on the line. Easy money combined with political pressure to issue loans before the temporary subsidy program expired led the DOE to rush loan applications. Both the DOE Inspector General and the Government Accountability Office found that DOE did not have the necessary expertise or the metrics to effectively evaluate these loans. A number of companies that received section 1705 loans went into default. In total, over $800 million in taxpayer money has been wasted by this DOE loan program. The GAO estimates that the cost for the current loan guarantees is $2.2 billion. Supporters argue the cost is justified if we can help innovative technologies make the leap to the commercial market. But what if federal meddling in the market actually hurts innovation?

Currently, DOE is authorized to make up to $34 billion in section 1703 loan guarantees. In February 2009, the American Recovery and Reinvestment Act added section 1705, making certain commercial technologies that could start construction by September 30, 2011, eligible for loan guarantees. It provided $6 billion in appropriations that were later reduced by transfer and rescission to $2.5 billion. The funds could cover DOE's costs for an estimated $18 billion in additional loan guarantees. GAO has an ongoing mandate to review the program's implementation. Because of concerns raised in prior work, GAO assessed (1) the status of the applications to the LGP and (2) for loans that the LGP has committed to, or made, the extent to which the program has adhered to its process for reviewing applications. GAO analyzed relevant legislation, regulations, and guidance; prior audits; and LGP data, documents, and applications. GAO also interviewed DOE officials and private lenders with experience in energy project lending. "

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
