This book is a comprehensive presentation of humanitarian intervention in theory and practice during the course of the nineteenth century. Through four case studies, it sheds new light on the international law debate and the political theory on intervention, linking them to ongoing issues, and paying particular attention to the lesser known Russian dimension. The book begins by tracing the genealogy of the idea of humanitarian intervention to the Renaissance, evaluating the Eurocentric gaze of the civilisation-barbarity dichotomy, and elucidates the international legal arguments of both advocates and opponents of intervention, as well as the views of major political theorists. It then goes on to examine four cases as humanitarian interventions: the Greek War of Independence (1821–31), the Lebanon and Syria (1860–61), the Bulgarian atrocities (1876–78), and the U.S. intervention in Cuba (1895–98). Humanitarian intervention in the long nineteenth century will be of benefit to scholars and students of international relations, international history, international law and international political theory.

While academic historians dismiss Fomenko as a dangerous ethno-nationalist or post-modern clown, Fomenko’s publications invariably outsell his conventional rivals. Just as Putin has restored Russia’s faith in its future, Fomenko and an army of fellow alternative historians are determined to restore Russia’s faith in its past. For Fomenko, the key to Russia’s greatness in the future lies in ensuring that Russians understand the true greatness of their past. Fomenko and other pseudo-historians have built upon existing Russian notions of identity, specifically the widespread belief in the positive qualities of empire and the special mission of Russia. He has drawn upon previous attempts to establish a Russian identity, ranging from Slavophilism through Stalinism to Eurasianism. While fantastic, Fomenko’s pseudo-history strikes many Russian readers as no less legitimate than the lies and distortions peddled by Communist propagandists, Tsarist historians and church chroniclers.

This book explains why such power shifts lead to war breaking out in some cases, but not in others. In contrast to existing approaches, this book argues that the military strategy of declining states is the key determinant of whether power shifts result in war or pass peacefully. More specifically, Dong Sun Lee argues that the probability of war is primarily a function of whether a declining state possesses a ‘manoeuvre strategy’ or an ‘attrition strategy’. The argument is developed through the investigation of fourteen power shifts among great powers over the past two centuries. Shifts in the balance of power and the attendant risks of war remain an enduring feature of international politics. This book argues that policymakers need to understand the factors influencing the risk of war as a result of these changes, in particular the contemporary shifts in power resulting from the rise of China and from the growth of nuclear proliferation.
