Book excerpt: Stimulating nutritious diets features high on policy agendas, but designing effective interventions requires insights which are grounded in evidence and reflections on the food environment context and the needs of specific actors involved. This study focuses on micro, small and medium enterprises (MSMEs) which play a key role in Fruit and Vegetable (FV) supply, particularly in rural and peri-urban areas. Understanding the barriers that specific types of MSMEs face in expanding their FV businesses is pivotal for improving the delivery of FV. The study surveyed 240 MSMEs involved in the FV value chains in the Moc Chau (rural) and Dong Anh (peri-urban) districts, including collectors, wholesalers, processors, and retailers. The survey, and complementing focus group discussions, documented the importance of FV trade in MSME business models, the willingness of MSMEs to expand their businesses, and their perceived barriers in doing so. Next, the study examined interfirm linkages and whether these are conducive to expanding FV trade. Finally, a review of national policies yielded an understanding of whether the barriers identified are actively being targeted by the government.

Book excerpt: The persistence of undernutrition and the increasing levels of overweight and obesity worldwide (with their associated societal costs) are calling for a transformation of food systems towards healthier diets. Fruits and vegetables are key components of a healthy diet; however, their consumption is considerably below the minimal levels recommended by the World Health Organization (WHO). This underconsumption is particularly pronounced in low- and middle-income countries and among low-income socio-economic groups in all countries. This paper uses the value chain approach to analyze the factors that affect the availability and affordability of fruits and vegetables. It examines major challenges across the value chain and identifies opportunities for improvement as seen through a nutrition-sensitive lens. Factors that negatively affect the availability and affordability of fruits and vegetables discussed in this paper include low production and productivity, the loss of agrobiodiversity, inadequate technology, logistics and infrastructure, weak organizational, business, and technical skills, and inefficient market linkages across the supply chain. The paper proposes a number of policy recommendations based on insights from documented cases of good practices and on lessons learned in domestic and export-oriented value chains. The paper makes a case for reviving native, underutilized, and neglected fruit and vegetable varieties to improve nutrition and increase agrobiodiversity. In addition, short value chains delivering to local markets are recommended as a resilience strategy for smallscale producers and low-income consumers in the face of climatic and economic shocks.

Book excerpt: Humanity is facing a series of challenges, including climate change, biodiversity loss, decreasing availability of cheap fossil fuel energy and social inequality that, when taken together, constitute a sustainability crisis. Agricultural systems are vitally important for the survival of humanity and must be moved towards greater sustainability. In Vietnam, the challenges facing the agriculture sector are immediate and pressing. These challenges include the need to improve the livelihoods of millions of smallholder farmers, improve food safety and protect already heavily burdened ecosystems. In response to these challenges, a number of alternative agriculture approaches, including safe vegetable production and organic farming have emerged. While the use of chemical fertilizers and pesticides are not permitted in certified organic agriculture, the requirements for safe vegetable production are not nearly as stringent. Chemical fertilizers and some low toxicity pesticides are allowed in safe vegetable production as long as pesticide residues are below proscribed limits. This research assesses the contributions that safe vegetable production and organic agriculture are making to the development of more sustainable agroecosystems in Vietnam. Organic production is still in early stages of development, with the majority of the projects directed towards production for export. Safe vegetables in contrast are produced primarily for the domestic market and demand is driven by consumer concerns over excessive pesticide use in conventional vegetable production. A sustainability assessment that explores the effect that safe vegetable production is having on eight major criteria for sustainability is applied in Cu Chi District, Ho Chi Minh City. Research methods included semi-structured interviews and group discussions with safe vegetable farmers together with interviews of other key actors from the agricultural sector in Vietnam. Along with the goal of protecting human health, farmers are interested in safe vegetable production because of improved economic returns made possible by reduced inputs and greater market access. While safe vegetable production is contributing to greater agroecosystem sustainability, further improvements are needed in some areas, specifically in the use of agrochemicals. There are encouraging signs in relation to pesticides, with some farmers reducing their pesticide use and moving towards less-toxic pesticides. Further movement towards sustainability could be fostered by a shift to the use of pesticides only as a last resort, a further shift from chemical to organic fertilizers, and improved capacity of farmers to experiment with and adapt safe vegetable production techniques.

As the sector having the highest trade surplus in one of the most open economies in the world, Vietnam's agricultural sector was affected by Coronavirus (COVID-19) in two main ways. Firstly, raw materials and immediate input supplies for the sector were disrupted due to the early outbreak in Asian countries, especially China, which supply most agricultural inputs such as fertilizers and plant protection products. Secondly and compounding this trend, demand has dropped significantly due to mobility restrictions and reduced economic activity within the country and its most important markets, such as the US and Europe. The objective of this study was to enhance Vietnam's trade and competitiveness, focusing on strengthening private sector participation in global value-chains and food safety awareness and compliance. This report is structured as follows. The first chapter presents the context, objectives and approach for the study. The second chapter highlights the key issues, challenges and gaps in Vietnam's food safety risk assessment. The third chapter presents some of the key lessons and experiences in food safety risk management from some countries within the region and more advanced economies, as a basis to inform Vietnam's national food safety risk assessment framework. Chapter four makes recommendations on how to strengthen Vietnam's National food safety risk assessment committee.
