As a result of the toll fees, traffic has been diverted to alternative roads. This study investigates how traffic diverted from the toll road affect the welfare of users of the alternative road. The literature review provides a theoretical framework of economic impact assessment and road pricing. Furthermore, the literature study reviews previous studies of a similar nature and compare them with the findings of this study. There is no conclusive evidence that diversion of traffic from the N1 causes congestion on the R101 and has a negative impact on the economy of the region. On the contrary, evidence suggests that there was an initial diversion of traffic when the toll came into operation but that is slowly filtered back after six months. In the application of the RED model, economic benefits are derived from user benefits, which is a function of savings in VOC's and time of normal and generated traffic on a road or saving due to an improvement in road safety, resulting from improved roads. A decrease in traffic has a measurable effect on vehicle travel speeds and travel time only when the roads are significantly congested. In the case of scenario 1 (including diversion), frequent maintenance needs to be performed under increased traffic. Increased traffic due to diverted traffic causes congestion in accidents and travelling time, which is a cost to the economy. Under scenario 2 (excluding diversion), it is assumed that ADT will return to normal. Due to lower levels of congestion and travelling times would be faster, while maintenance costs and accident rates would decrease. Scenario 2 is selected as being economically the most feasible option. It is clear that the R101 cannot cope with the current levels of traffic and congestion. One can speculate about the causes of the congestion but in order to derive at a solution to the problem more research needs to be done on the cause of the congestion in order to resolve the problem.

Book excerpt: This study contributes to the debate about tolls' equity impacts by examining the potential economic costs of tolling for low-income and non-low-income households. Using data from the Puget Sound metropolitan region in Washington State and GIS methods to map driving routes from home to work, we examine car ownership and transportation patterns among low-income and non-low-income households. We follow standard practice of estimating tolls' potential impact only on households with workers who would drive on tolled and non-tolled facilities. We then redo the analysis including broader groups of households. We find that the degree of regressivity is quite sensitive to the set of households included in the analysis. The results suggest that distributional analyses of tolls should estimate impacts on all households in the relevant region in addition to impacts on just users of roads that are currently tolled or likely to be tolled.

Using estimated travel patterns, planners can then help decision makers select the array of projects that will best suit the needs of their community. Travel behavior is a function of many variables, with cost being among the most important. Recent fluctuations in the price of gas provide an excellent opportunity to observe the impact of the price of gas on travel behavior. This project goes a step beyond looking at the elasticity of travel with respect to gas price by examining how recent changes in gas prices have impacted travel on specific facilities: toll facilities. Data from around the US was used to examine how traffic levels on toll roads have been affected by fluctuations in gas prices over the last several years. This study developed models that account for the many other exogenous factors influencing toll road use (such as local economy, population, and toll rates), and provide an elasticity of toll road demand with respect to gas price independent of those other factors. This study will provide planners and toll road authorities with valuable information on how travelers react to increasing cost of travel when already selecting a mode with an added cost (the toll). The research findings indicated that travel demand elasticity estimates with respect to gas price were inelastic and mostly negative. Elasticities found here for the period from 2000 to 2010 ranged from -0.36 to +0.14, similar to those found in the literature for non-toll facilities. However, the average value of the elasticities found here were much smaller (closer to -0.06) than those found for non-toll facilities.
