Book excerpt: This thesis examines the MERCOSUR agreement (Common Market of the Southern Cone), specifically the provision for a common external tariff and its impact on the economy of Uruguay. The thesis begins by examining the economic regionalism which gives rise to trade agreements such as MERCOSUR and investigates the trade mechanisms through which such regionalism is accomplished. The provisions and background of the MERCOSUR agreement are explored, as well as the economic conditions, current and historical, which exist in the participant countries. The work continues by exploring two possibilities for Uruguay: (1) to continue economic integration by entering a customs union scheduled to take effect on January 1995 or (2) to remain in a free trade zone with the other three countries (Argentina, Brazil and Paraguay). These two possibilities are analyzed using traditional and new theories of international trade. The study further examines foreign direct investment and technology in the context of Uruguayan participation in MERCOSUR or in a free trade zone. The study concludes that if Uruguay, due to its small size, could obtain the special treatment of a free trade zone, the costs of trade diversion would be reduced and Uruguayan welfare would increase.

Section IV concludes the study and brings in some insight about the key outcomes and recommendations.

Chapter two reproduces the article "Economic Integration and Intra-Industry Trade: The Case of the Argentine-Brazilian Free Trade Agreement", published in the Journal of Common Markets (vol XXIX, No 5, pp. 527-552, sept. 1991). Chapter three originates from an empirical study prepared for UNIDO, the United Nations Industrial Development Organization. The analytical framework and the preliminary conclusions of that work appeared in a working paper "The MERCOSUR Pattern of Intra-Industry Trade" (RP No 75, Stockholm: LAIS, 1997). Chapter four was published with the title "Plant-size Effects ofTrade: The Case of MERCOSUR Countries" as a chapter of the book Growth Trade and Integration in Latin America (W. Karlsson and A. Malaki (eds. ), Stockholm: LAIS, pp. 297-319, 1996). Chapter five in tum corresponds to the article entitled "Measuring the Effects of Economic Integration for the Southern Cone Countries: Industry Simulations of Trade Liberalization" as published in The Developing Economies (Vol. XXXIII, No 1, pp. 1-31, mars 1995). Finally, chapter six is the revised and updated version of the paper presented at the First European Congress ofLatinamericanists, which took place at Salamanca, Spain in June 1996.

Book excerpt: This paper determines the impacts of the Free Trade Agreement of the Americas (FTAA) for Brazil under alternative assumptions concerning the returns to scale and the nature of competition in several industries, emphasizing the effects on the agribusiness activities. The GTAPinGAMS applied general equilibrium model is used to run the simulations. The results suggest different changes in output, imports, exports, and prices under alternative assumptions about market structure. The FTAA allows the exploitation of economies of scale and reduction of markups in almost all industries, with evidences of rationalizing and pro-competitive effects occurring in the industries under imperfect competition. The welfare gains from the FTAA are larger in the model with market imperfections. If the FTAA excludes products from the agribusiness sectors, the Brazilian agricultural industries will exploit less the economies of scale.

Book excerpt: This study presents quantitative and qualitative assessments of potential consequences of the trade agreement between the EU and Mercosur countries. It is embedded in a wider Association Agreement and was made public in summer 2019. The focus is on Austria. One objective of the agreement is to liberalise trade and to improve conditions for making investments in order to create jobs and value added and to give consumers in both regions better access to a wide range of products and services. A gravity model analysis shows that average income gains per person are remarkably similar in both regions. However, the economies in Mercosur countries will benefit more than EU Member States economies in relative terms. A second objective of the agreement is to meet targets that go beyond immediate economic benefits, such as to further sustainable development, to prevent environmental deterioration, to avoid social frictions and to smooth adaptation processes. A qualitative comparison shows the advancements compared to other trade agreements and the limitations of trade agreements to address social and environmental concerns. An in depth-appraisal of the provisions for agriculture shows potential benefits and costs for consumers and farmers in both regions.

The results suggest that trade liberalization, as agreed to in the Uruguay round has a very small effect on the production of agricultural and non-agricultural commodities. However, it has a strong impact on trade. The influence of the Uruguay round agreement on inflation is very small, causing an increase in price variation lower than 1.1 percent. GDP value increases by 1.24 percent, while welfare increases by more than 1.0 percent. Participation in the MERCOSUL economic block accounts for approximately half the changes in the Brazilian trade and GDP value. Further trade liberalization will have a small positive impact of economic growth."--Leaf 1.
