More specifically it had been attempted to assess the impacts of rural land certification on the farmers' tenure security; to identify the change of rural farmers' perspectives on tenure security before and after certification; and to investigate the intervention of land certification on land development. Descriptive research designs as well a qualitative and quantitative research approaches were employed.

CAPRi began to operate as a systemwide research program on tenure and collective action in the mid-1990s, and became PIM Flagship 5 on governance of natural resources in 2011. From 2021, a renewed research agenda on tenure is essential for advancing the One CGIAR mission of “science and innovation that advance transformation of food, land and water systems in a climate crisis.”

Book excerpt: While numerous studies exist that evaluate the impacts of land reform on household investment behavior, land productivity, and land rental market activities, the literature is thin in terms of showing the direct food securities impacts of land tenure reforms. This study, thus, uses five rounds of household panel data from Tigray, Ethiopia, collected in the period 19982010 to assess the impacts of a land registration and certification program that aimed to strengthen tenure security and how it has contributed to increased food availability and thus food security in this food-deficit region. Our first survey took place just a year before the intervention (the land certification program). Our panel data in combination with the years of certificate ownership variable allow us to assess the dynamic impacts on food (calorie) availability of strengthened tenure security. Anthropometric data also allow us to assess potential child nutrition impacts of the reform 812 years after its implementation. Results show that land certification appears to have contributed to enhanced calorie availability (calorie intake), and more so for female-headed households, either through enhanced land rental market participation or increased investment and productivity on owner-operated land. Results also show that members of households that accessed additional land through the land rental market had a significantly higher body mass index. Though results show that land rental market participation is enhancing production efficiency, high transaction costs in that market suggest there are still unrealized gains from trade. Thus, the recent restrictive regional land law that allows for only short-term rental contracts and does not allow more than 50 percent of land to be rented out may threaten future tenure security and may undermine the benefits from the existing tenure reform.

Book excerpt: Research since the 1990s highlights the importance of tenure rights for sustainable natural resource management, and for alleviating poverty and enhancing nutrition and food security for the 3.14 billion rural inhabitants of less-developed countries who rely on forests and agriculture for their livelihoods. The specific rights or combination of rights held by an individual, household, or community affects whether they have access to land and resources, as well as how those can be used and for how long. Equally important is the degree to which landholders perceive their tenure to be secure. Landowners are more likely to engage in land and resource conservation if they perceive that the likelihood of losing their land or resource rights is low. Between 2013 and 2021, the CGIAR Research Program on Policies, Institutions, and Markets (PIM) supported researchers to explore the drivers of tenure insecurity and their consequences, as well as mechanisms that can enhance tenure security. Their work focused on rights held by individuals and households, as well as collectively held rights. Studies found that tenure insecurity has a variety of negative consequences for natural resource management, agricultural productivity, and poverty reduction, but the sources of tenure insecurity differ for men and women, and for individual, household, and collective lands. Statutory recognition of customary rights, multistakeholder processes (MSPs) such as for land use planning, and organized social alliances such as Indigenous peoples’ groups have emerged as important mechanisms for securing rights or enhancing access to collectively held lands. Long-term partnerships, ongoing engagement, and training for actors at multiple scales increase the likelihood of successful implementation of tenure reforms. Further research on tenure security can contribute to achieving the Sustainable Development Goals, especially by clarifying how customary tenure can provide security and how tenure affects decision-making in multistakeholder platforms.

However, land tenure insecurity is a major problem of land administration system of the study area. During the derge regime farmers land holding was taken by kebele administrative bodies for their individual interests and land was taken from the farmers for settlement program of the government without any compensation made for the investment made by the farmers on their landholdings..The other problem is that a woman has no right to get land from their families through inheritance, divorce or by gift. Women who want to involve in agricultural activities have no right to get land from the government authorities.The total HH number of the two kebeles is 1734 and from the total HH only 7% of HH selected as survey respondents.

The research involves collecting and synthesising the robust quantitative and qualitative research around this topic and is guided by a theory of change that reflects expected effects from the main land tenure security-related activities. Based on the analysis of 59 robust studies, the paper finds strong evidence for positive effects of land tenure security on productive and environmentally-beneficial agricultural investments as well as on female empowerment, but a lack of support for links with productivity, access to credit, and income. Key contextual factors that shape the validity of expected causal chains are also identified and relate to the potential for discrimination and elite capture, which can affect intervention implementation and enforcement; historical experiences with land ownership, which can shape perceptions of current land tenure security, regardless of the actual level; and the characteristics of local lending institutions, which can influence intended effects on credit access. The paper also finds that more research is needed to capture long-term effects of land formalisation interventions and to shed further light on potential environmental benefits.

While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Book excerpt: security effects (investment effects) and through more efficient input use due to enhanced tradability of the land (factor intensity effect), empirical studies on the size and magnitude of these effects are very scarce. Taking advantage of a unique quasi-experimental survey design, this study analyzes the productivity impacts of the Ethiopian land certification program by identifying how the investment effects (technological gains) would measure up against the benefits from any improvements in input use intensity (technical efficiency). For this purpose, we adopted a data envelopment analysisbased Malmquist-type productivity index to decompose productivity differences into (1) within-group farm efficiency differences, reflecting the technical efficiency effect, and (2) differences in the group production frontier, reflecting the long-term investment (technological) effects. The results show that farms without a land use certificate are, on aggregate, less productive than those with formalized use rights. We found no evidence to suggest this productivity difference is due to inferior technical efficiency. Rather, the reason is down to technological advantages, or a favorable investment effect, from which farm plots with a land use certificate benefit when evaluated against farms not included in the certification program. The low level of within-group efficiency of farms in each group reinforces the argument that certification programs need to be accompanied by complementary measures such as an improved financial and legal institutional framework in order to achieve the promised effects.
