Book excerpt: This book presents the basic model of an agricultural household that underlies most of the case studies undertaken so far. The model assumes that households are price-takers and is therefore recursive. The decisions modeled include those affecting production and the demand for inputs and those affecting consumption and the supply of labor. Comparative results on selected elasticities are presented for a number of economies. The empirical significance of the approach is demonstrated in a comparison of models that treat production and consumption decisions separately and those in which the decisionmaking process is recursive. The book summarizes the implications of agricultural pricing policy for the welfare of farm households, marketed surplus, the demand for nonagricultural goods and services, the rural labor market, budget revenues, and foreign exchange earnings. In addition, it is shown that the basic model can be extended in order to explore the effects of government policy on crop composition, nutritional status, health, saving, and investment and to provide a more comprehensive analysis of the effects on budget revenues and foreign exchange earnings. Methodological topics, primarily the data requirements of the basic model and its extensions, along with aggregation, market interaction, uncertainty, and market imperfections are discussed. The most important methodological issues - the question of the recursive property of these models - is also discussed.

Book excerpt: Computable General Equilibrium (CGE) approaches have been used extensively over the past 25 years to analyze government and other policies for both developed and developing countries. Advances in methodology, computation techniques and data availability, including Social Accounting Matrix (SAM) data, have allowed researchers to use CGE models to study the potential policy impacts of tax, trade, environmental issues, etc. at the urban and regional levels as well as the macro level. What is common with these policy topics is that they cause structural, long-term impacts, including price changes and income growth, on various entities (households, enterprises, government and other regions/countries) and industrial sectors of economies. CGE modeling can compute a new equilibrium of each industry's market clearance upon the incorporation of such a policy shock, and evaluates the policy alternative as compared with the benchmark equilibrium in terms of industrial sector-wise and aggregated prices, outputs, GDP and many other indicators.

This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. The AIM/CGE (Asia-Pacific Integrated Modeling /Computable General Equilibrium) model, which is the core of AIM modeling framework, is used for the assessment. The first part focuses on global issues, presenting both short-term (a few decades) and long-term (century scale) assessments in the context of the Agreement’s ultimate climate goal. It also discusses policy implementation and climate risk. Part 2 is a collection of assessments of individual Asian countries, providing insights into the national situations and detailed analyses. It includes contributions from Asian countries as well as NIES (National Institute for Environmental Studies, Japan) members. The main conclusion is that many countries require changes to their energy systems change and societal transformation in order to meet emissions targets. Part 3 describes in detail the AIM/CGE model, which is used to evaluate the climate and energy policies by simulating the future economic and energy and environmental situation in the Asia-Pacific region. This section can be used as a standard text on CGE modelling in climate change mitigation.
