Book excerpt: As part of the 2005 Base Realignment and Closure (BRAC) round, the Department of Defense (DOD) plans to relocate over 123,000 military and DOD civilian personnel, thereby increasing the staffing at 18 bases nationwide. In addition, DOD and local officials expect thousands of dependents and DOD contractor employees to relocate to communities near the BRAC 2005 growth bases. These actions will greatly increase traffic in the surrounding communities. BRAC recommendations must be implemented by September 2011. The House and Senate Committees on Appropriations directed GAO to assess and report on the impact of BRAC-related growth on transportation systems and on the responses of federal, state, and local governments. Accordingly, GAO determined the (1) expected impact on transportation in communities affected by BRAC decisions, and (2) federal, state, and local response to the expected impacts. To perform its work, GAO obtained information from the 18 communities with expected substantial BRAC growth; visited 8 of these communities; interviewed federal civilian and military officials and state and local officials; and reviewed DOD data, transportation plans, and environmental studies. GAO provided copies of this report to the Departments of Defense and Transportation for their review. The Departments provided technical comments, which GAO incorporated as appropriate.

Book excerpt: This study explores general effects of military installations on local employment, and the special case of Base Realignment and Closure (BRAC). A partial adjustment construct is used. Both random and fixed effects specifications of the disturbance term are evaluated. The analysis also includes levels and changes forms of the model. Defense personnel changes are decomposed into positive, negative, and BRAC related components, then examined for asymmetrical effects attributable to the public goods and community infrastructure vacuum brought about through installation downsizing. Economic assistance, and facilities reutilization in BRAC communities are also considered, as are the elasticities of defense employment multipliers with respect to industry specialization and military vs. civilian workforce composition. Instrumental variable techniques are employed. A novel panel data set incorporating 21 years of county level data allows comprehensive examination of defense related employment trends across all 50 states. The collection of sub-county defense personnel figures addresses a shortcoming of other county- level impact studies, which reconcile community employment changes against base closure personnel losses, without consideration of personnel dynamics at other military installations within the same county. There is evidence of asymmetrical relationships between military personnel level changes, and local community employment. While this supports the proposition of favorable effects through reutilization of public and community infrastructure, economic assistance and the practice of outsourcing defense support functions are also identified as contributors to this condition. Results also suggest regional industry specialization and workforce composition have little influence on the effect of local defense employment changes.

The changes created by BRAC affect many communities that have warmly embraced nearby military installations for many years. As the primary resource for communities in need, OEA takes great care to work with these communities, with the respect that they have earned to help them to capably respond to BRAC actions. OEA assistance is tailored, as no two communities are alike and the local response is never routine. Our experience demonstrates that economic recovery does not occur without decisive and effective local leadership, and a genuine partnership between the Military Departments and the affected communities. To assist you in gaining perspective OEA prepared this publication which contains practical advice for local and State officials responding to the community changes caused by BRAC.An increase in military activity may challenge a community's capacity to absorb an influx of personnel and may place excessive demands on some off-base community services and facilities. Experience suggests that off-base housing scarcity and school overcrowding are areas of shared community and military concern. The community and the military alike must strive to maintain and improve the quality of life for local residents, including the new military personnel and their dependents. In the case of downsizing, civilian reuse of a former military installation may be one of the greatest challenges a community will face. Communities have capably responded to this challenge over the most recent rounds of base closure, from 1988 through 1995. In fact, for the more than 70 local redevelopment efforts that report on their progress annually, redevelopment activity through October 31, 2004, has resulted in the creation of 110,000 jobs, or 85 percent of the 130,000 civilian jobs lost as a result of the BRAC actions.
