Recommendations and ConclusionCurrent naval operations rely heavily on space resources. A large majority of space resources are devoted to the ingestion of intelligence and intelligence related data. Assets organic to afloat units limited intelligence collection before the advent of satellite Intelligence, Surveillance, and Reconnaissance (ISR). These afloat units were augmented by intelligence centers ashore and through intelligence sharing efforts from allies. With the advent of technologies surrounding space exploration and exploitation, the U.S. Navy was beneficially positioned at the forefront of adjusting to new policy, threats and operational intelligence need. The Navy has a long history of utilizing adversaries' data to gain an edge in executing missions at sea. Throughout this history, much of the data collected was limited by the technology available. After World War II, advances in technology and the presentation of new adversaries, supercharged the organic ISR capability of units afloat. However, the technologies were limited to the organic capability of individual military platforms. Global tensions pushed for exploitation of the space domain which ignited the space race. Due to advances in the ability to reach this new domain, the issue of their application at the Department of Defense pushed the services, particularly the Navy, into technological revolutions and technological transitions to satisfy the demand.

A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Hewlett, USN THESIS: Emerging small war environments and irregular warfare engagements have created a new requirement for military aviation intelligence asset utilization. Presently, minimal doctrine exists for integration of the vast majority of existing and emerging capabilities into the standard intelligence collection process. Despite the numerous technological advances, there is very little information in the joint arena discussing synchronization of developing sensor collection efforts. Current efforts have been successful because of effective coordination between operational units and intelligence elements through refined Tactics, Techniques and Procedures (TTPs). Additionally, with Non-Traditional Intelligence Surveillance and Reconnaissance (NTISR) capabilities, the lines of distinction between targeting and intelligence collection processes are blurring. The use of NTISR from various naval aircraft assets can greatly enhance the component commander's awareness of battle spaces, allowing more rapid response to enemy movements and intent. DISCUSSION: With increasing operations in the irregular, counterinsurgency and small war environments military asset utilization has reached its capacity. More non-traditional mission sets from aviation platforms should be exploited beyond their original conceptual design as a global enhancement to the military acting as an overall force multiplier. This mission shift will enhance and enable component warfare commanders to have greater situational awareness and efficiency employing forces. The ever-shifting battlefield environment requires more readily available ISR in order to match the fluid nature of the enemy. The use of NTISR resident with legacy naval aircraft assets will greatly enhance the theater commander's awareness.

The amount of data generated by ISR sensors has, however, become overwhelming, and Navy analysts are struggling to keep pace with this data flood. Their challenges include extremely slow download times, workstations cluttered with applications, and stovepiped databases and networks -- challenges that are only going to intensify as the Navy fields new and additional sensors in the coming years. Indeed, if the Navy does not change the way it collects, processes, exploits, and disseminates information, it will reach an ISR "tipping point" -- the point at which its analysts are no longer able to complete a minimum number of exploitation tasks within given time constraints -- as soon as 2016. The authors explore options for solving the Navy's "big data" challenge, considering changes across four dimensions: people, tools and technology, data and data architectures, and demand and demand management. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. These systems, be they ground-, sea-, air- or space based, do so by providing enhanced situational awareness to the military decision makers at the tactical, operational and strategic levels. Whereas traditional surveillance systems operate within one environment and at one level, current military requirements and technological advances have evolved to multi-domain, multi-level sensor systems. For example, Space-Based System (SBS) technology has been advancing rapidly in terms of capability, affordability, size and reliability. As in the commercial sector, defence and military institutions are looking to improve their space capabilities by increasing the number of smaller, more affordable and more capable satellites that are being put into service. Given the complexity this introduces, one of the current challenges in this area is to objectively evaluate the effectiveness of a given collection of surveillance systems (i.e., ISR architecture) to the military decision maker. This effectiveness can only be assessed by taking into account a multitude of factors - from geospatial and temporal to information and fusion, all of which combine to describe the military utility of a given architecture. This report presents an end-to-end method for assessing the utility of different ISR architectures from engineering-level simulation and modelling to the evaluation of military Figures of Merit/Measures of Effectiveness. As a proof of concept, a maritime domain awareness scenario is used in this report to evaluate the improved effectiveness of surveillance capability by the addition of an SBS to a current available ISR architecture.

Book excerpt: This report tracks the development of naval and maritime ISR/T from the Cold War to the present day. It reveals the fluctuating relationship between ISR/T and weapons ranges that have adversely impacted the US Navy’s combat capabilities. While the United States developed longer-range weapons throughout the Cold War and revised tactics and fleet composition to better employ those weapons offensively, the gap that remained between weapons range and targeting information had a negative effect on US Navy combat power. Following the Cold War, while weapons and delivery-system range decreased, ISR/T capacity and capability rose, allowing for precision strikes against ground targets at short and medium range. Finally, the contemporary fleet, facing renewed great power competition, is increasingly receiving long-range strike weapons. However, it lacks the ISR/T complex to identify and hit targets at those ranges in most over-the-horizon combat situations. Second, this report reviews the current ISR/T capabilities to which the US Navy has access, primarily in the Pacific theater, and performs first-order sufficiency analysis to gain an understanding of the impact the current program of record has on operational requirements. Finally, the report concludes with several key recommendations to naval policymakers, civilian and military.
