Book excerpt: India’s energy system has evolved around domestic coal, sizable imports of oil and LNG, moderate contribution of hydro power, declining and yet sizable use of traditional biomass as cooking fuel by rural households and growing attention to modern renewable, nuclear and energy efficient technologies. India’s per-capita GHG emissions are below the global average and far below those in the developed countries. Notwithstanding the inherited fossil based energy system and high economic growth expectations, India voluntarily committed to reduce GHG emissions intensity of the economy by 20-25 per cent from 2005 to 2020. This book details inventory of energy and emissions at national and sector levels. It maps firm and locale level energy use and emissions and their impacts such as on the urban air pollution. The future energy and emissions trends are analyzed following scenarios analysis using integrated assessment modelling framework that aligns India’s national development goals with global climate change actions. The analysis shows that the global 2˚C temperature stabilization target shall require fundamental transformation of India’s energy system, both on demand and supply sides. The book demonstrates the necessity and validity of following a long-term development-centric perspective; even while delineating near-term energy and emissions policies, programs and targets such as those needed to delineate the Intended Nationally Determined Contributions (INDCs). The book, while illustrating the best practice modeling, scenarios development and policy assessment for India, provides insights into the mode and means of navigating the energy and emissions policy landscape for India. The complexity of the policymaking notwithstanding, the book is intended to demystify the methods and means for delineating the policies. The book, we hope demonstrates the need to use best practice methodologies for national assessments and also the existence of the scientific capacity in the country to carry out such assessments.

The subjects of energy conservation and fuel substitution have therefore assumed increasing importance worldwide. The cement industry is one of the relatively energy-intensive industries with energy-related costs accounting for a major portion of the costs of manufacturing cement. The recent experience of the industrialized countries has shown that energy costs per unit of output of cement could be significantly reduced through a variety of measures ranging from better housekeeping, energy management, and improved monitoring and control systems to more capital-intensive investments in modifications to existing plant and equipment and conversion to more energy-efficient processes. This report aims at a broad presentation of concepts, measures and issues relevant to achieving such improvements in energy efficiency in the cement industry based on experience in both industrialized and developing countries.

To deduce derived demand function for energy inputs from the production function, taking energy input as an Identifiable argument in the production function, thus invalidating the value added approach. This work contributes to the general trend by estimating elasticity of substitution and price elasticity for three conventional fuel types: coal, oil and electricity for the energy intensive manufacturing industries in India with the help of a three-input translog model. Among the most effective options is ramping up the existing coal tax. Annually increasing the tax by INR 150 ($2.25) per ton of coal from 2017 to 2030 avoids over 270,000 air pollution deaths, raises revenue of 1 percent of GDP in 2030, reduces CO2 emissions 12 percent, and generates net economic benefits of approximately 1 percent of GDP. The policy is mildly progressive and (at least initially) imposes a relatively modest cost burden on industries.

Steel, aluminium and cement are the key manufacturing industries in India which provide inputs to various other sectors such as construction, transportation, power transmission etc. As a result, their demand is consistently rising. These industries are heavily energy-intensive and use raw materials such as iron ore, coal, electricity, steam, and fuel oil, whose supply can act as severe production constraints over a period of time. Hence, it becomes imperative for these industries to continuously innovate energy efficient techniques. This paper makes a foray into the energy demand by these industries and explores the potential of any future reduction in their energy consumption. The paper offers a projection scenario (based on MARKAL Modeling exercise for India) for possible catching up in reduction in energy consumption in these sectors under alternative situations. The analysis suggests the existence of some plausible energy efficiency enhancing techniques in these industries. Exploring these options will definitely ensure cost-effectiveness and competitiveness of these three key sectors in the global market.
