Book Law and Policy of IMF Conditionality

Download or read book Law and Policy of IMF Conditionality written by Erik M.G. Denters and published by BRILL. This book was released on 2023-08-28 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: IMF conditionality has been severely criticised by developing countries, who accuse the Fund of unjustly provoking political turmoil and causing poverty. This refers to the policies that a member country is required to follow in order to be able to use the Fund's resources. Conditionality is legally based on the requirement to adopt `adequate safeguards' for the use of resources as stipulated by the IMF's Articles of Agreement. This work focuses on legal implications and policy aspects and, more specifically, on the question of how far-reaching the requirement of `adequate safeguards' may be. Furthermore, the author demonstrates that conditionality is also affected by cooperative arrangements with other institutions, such as the World Bank and United Nations. A major conclusion is that there should be improvements in cooperation and in the monitoring of the application of Fund law on conditionality. Scholars and students who take a deep interest in international economic relations will find this book a unique opportunity to study the legal framework of conditionality. Government officials preparing for negotiations with the Fund will also benefit from reading this work.

Book Imf Conditionality and Program Ownership

Download or read book Imf Conditionality and Program Ownership written by Mr.S. Nuri Erbas and published by International Monetary Fund. This book was released on 2003-05-01 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: Program conditionality and ownership are important considerations in the IMF's current rethinking of program design. This paper contributes to the literature by developing a theory of program conditionality and ownership on the basis of Cumulative Prospect Theory. The policymaker may value a set of programs, each with fewer conditions, more than an extended program with as many conditions. This valuation bias is greater in ambiguity (Knightian uncertainty) than under uncertainty. If greater valuation of a program engenders more explicit and implicit ownership, then programs with fewer conditions may have a better chance of success. Less is more.

Book How to Gain the Most from Structural Conditionality of IMF Supported Programs

Download or read book How to Gain the Most from Structural Conditionality of IMF Supported Programs written by Mr. Jochen R. Andritzky and published by International Monetary Fund. This book was released on 2021-05-13 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Structural conditionality of IMF-supported programs is designed to support structural reforms by countries borrowing from the IMF. Taking stock of program conditions and their implementation, this paper finds that conditionality focuses on fiscal, monetary and financial issues—areas where IMF expertise is strong—and shies away from structural areas such as labor or product market reforms. Hence, tackling deep-rooted structural issues during IMF-supported programs often remained elusive. To ensure countries gain most from IMF conditionality, the paper outlines an evaluation matrix for prioritizing and designing structural reforms, and applies it to case studies.

Book The International Monetary Fund IMF

Download or read book The International Monetary Fund IMF written by James Raymond Vreeland and published by Routledge. This book was released on 2006-12-06 with total page 299 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a clear and concise introduction to the International Monetary Fund (IMF) and an overview of its debates and controversies. Where did the IMF come from? What does it do? Why do so many governments participate in its programs and what are their effects? How can we best reform this key global institution? These are some of the key questions addressed. In our age of thinking global, the IMF is a crucial institution and central to understanding international relations and current affairs. Founded in the aftermath of the Second World War, its basic purposes were to facilitate world trade and promote national prosperity. The founders hoped that never again would the world experience the trade policies that led up to the Great Depression. This book outlines and questions these targets and assesses actual achievements. It also details how despite originally focusing on Europe, the Fund has gradually shifted to involvement with poorer developing countries, but to what ends and with how much success? This study both poses and tackles the tough questions facing our global community today.

Book excerpt: With single-digit inflation and substantial financial deepening, developing countries are adopting more flexible and forward-looking monetary policy frameworks and ascribing a greater role to policy interest rates and inflation objectives. Book The IMF and the Future

Download or read book The IMF and the Future written by Graham Bird and published by Routledge. This book was released on 2014-05-01 with total page 318 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Monetary Fund has been criticised from both the right and the left of the political spectrum with the right arguing that it is too interventionist and creates more problems than it solves and the left on occasion demanding that it be abolished altogether. What seems almost beyond question is that the IMF needs to be reformed. Defining a future role for the IMF will always be a controversial issue, but vital to any considerations will be a measured assessment of how it has operated in the past. This excellent new book from an internationally respected expert on the IMF intends to do just that. Starting with an historical background tracing the evolution of the IMF, the book goes on to cover such themes as: *The circumstances under which countries turn to the IMF *The various aspects of IMF conditionality *Institutional issues such as lending facilities and how the fund is resourced. Bringing together an array of articles, this excellent new book will undoubtedly be required reading for anyone with a serious interest in development studies as well as being an eye-opening read for policy makers involved with the IMF.

Book Expenditure Conditionality in IMF supported Programs

Download or read book Expenditure Conditionality in IMF supported Programs written by Mr.Sanjeev Gupta and published by International Monetary Fund. This book was released on 2018-12-07 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the impact of expenditure conditionality in IMF programs on the composition of public spending. A granular dataset on different government expenditure conditions covering 115 countries for the 1992-2016 period is compiled. The results support the view that while conditionality on specific elements of spending could help achieve a program’s short-term objectives, it is structural conditionality which delivers lasting benefits. Structural public financial management conditionality (such as on budget execution and control) has proven to be effective in boosting the long-term level of education, health, and public investment expenditures. The results further indicate that conditionality on raising such spending may come at the expense of other expenditures. Finally, the successful implementation (and not mere existence) of the conditionality is crucial for improved outcomes. These findings are relevant for policy makers targeting achievement of the Sustainable Development Goals (SDGs).

Book Washington Consensus The A Critical Evaluation Of The Principles And Implications For Economic Development

Download or read book Washington Consensus The A Critical Evaluation Of The Principles And Implications For Economic Development written by Imad A Moosa and published by World Scientific. This book was released on 2021-07-02 with total page 371 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of the book is to evaluate critically the ten principles of the Washington Consensus, which govern the conditionality provisions of the IMF and World Bank, and guide the so-called economic reform in developing countries. The book starts with an overview of the Consensus, followed by a chapter on IMF conditionality and how they are related. Since the Consensus is inherently neoliberal, a chapter is devoted to a critique of the free market doctrine and the concept of economic freedom as seen by free marketeers. The ten principles of the Washington Consensus (referred to as the 'ten commandments') are divided into four groups: fiscal reform, interest and exchange rate policies, liberalization of trade and foreign direct investment, and privatization and deregulation (including property rights). The book is written in the normative tradition of what ought to be, as opposed to the positive tradition of what is. While it may be tempting to describe the work as 'polemic', the underlying issues contain such a significant moral component that pretending to be neutral would be a betrayal of justice and morality. In essence, the arguments put forward in the book are intended to dismantle, discredit and debunk a set of principles that are effectively used to loot developing countries.

Book Do IMF Supported Programs Help Make Fiscal Adjustment More Durable

Download or read book Do IMF Supported Programs Help Make Fiscal Adjustment More Durable written by Soojin Moon and published by International Monetary Fund. This book was released on 2003-02-01 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper investigates fiscal developments in 112 countries during the 1990s. It finds that, while the overall fiscal balance improved in most of them, the composition of this improvement differed. In nonprogram countries, revenues increased modestly and expenditure declined sharply, while in program countries both revenue and expenditure declined. However, in countries with programs that included structural conditions the adjustment was effected primarily through sharp expenditure compression. We did not find evidence of a statistically significant impact of IMF conditionality. Morever, fiscal improvements are strongly influenced by cyclical factors

Book Africa and IMF Conditionality

Download or read book Africa and IMF Conditionality written by Kwame Akonor and published by Routledge. This book was released on 2013-09-13 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ghana was one of the first African countries to adopt a comprehensive IMF reform program and the one that has sustained adjustment longest. Yet, questions of Ghana's compliance - to what extent did it comply, how did it manage compliance, what patterns of non-compliance existed, and why? - have not been systematically investigated and remain poorly understood. This book argues that understanding the domestic political environment is crucial in explaining why compliance, or the lack thereof, occurs. Akonor maintains that compliance with IMF conditionality in Ghana has had high political costs and thus, non-compliance occurred once the political survival of a regime was at stake.
